The Office of the Insurance Commissioner (OIC) is seeking a motivated and qualified individual to fill our Examiner-in-Charge (Financial Examiner 3) position. This role is within the Company Supervision Division and offers the chance to work from our Seattle Downtown Office.

About the Position

The Examiner-in-Charge (Financial Examiner 3) position plays a critical role in supporting the mission of the organization by overseeing and leading examinations of insurance companies and other regulated entities. This position ensures that these entities maintain solvency and comply with applicable laws, statutes, and regulations. The examiner will conduct these assessments in alignment with the National Association of Insurance Commissioners (NAIC) accreditation standards and internal policies. As a key contributor, the Examiner-in-Charge is responsible for ensuring regulatory compliance and safeguarding the financial stability of the industry.


This recruitment may be used to establish a qualified pool of candidates for Financial Examiner 3 vacancies in the next sixty days.

This is a Washington General Service position. The monthly salary range for this position is $6,539 - $8,801.

Additional premium pay of 5% will be applied to those positions with an official King County duty station.

The duties of the position include, but are not limited to:

  • Develops work programs and approves the staff examiner’s planned exam approach.
  • Ensures that all significant risks (including prospective risks) have been identified and are considered in the planned exam procedures.
  • Assigns work to staff examiners, specialists, and other state examiners and ensures the workload of the staff examiners is properly managed.
  • Performs, reviews and assesses the work and findings, including workpapers and reports. Suggests revisions or corrections to work if necessary.
  • Assists staff examiners with complex accounting or examination questions.
  • Determines areas of key risk and develops risk statements. Identifies and assesses inherent risk in activities.
  • Identifies risk mitigation strategies/controls. Interviews or confers with insurance company employees to identify and obtain an understanding of internal controls in place to mitigate risks.
  • Determines whether controls could reduce risk to an acceptable level, and whether testing of those controls are warranted.
  • Analyzes financial statements and account balances to identify any unusual trends or balances and analyzes the company’s operations to obtain an understanding of the key functional activities.
  • Properly designs and executes test of controls that addresses the risk(s) identified.
  • Perform examination of Charitable Gift Annuities issuers.
  • Assists and trains other examiners. Designs and delivers training to other staff.
  • Performs peer reviews (accreditation reviews) of completed financial examinations.
  • Review contracts and agreements, identify critical features, and perform test work necessary to determine compliance.
  • Assess financial condition, statement assertions, and compliance with laws, regulations, and standards for examined entities.


Required Qualifications
:

  • Option 1: Seven (7) years of qualifying professional experience in accounting or auditing; AND an active Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State, or a designation as an Accredited Financial Examiner (AFE) or a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
  • Option 2: An associate degree in accounting, finance, economics, insurance, or related field; WITH 12 semester or 20 quarter hours in accounting, finance, economics, or insurance; AND five (5) or more years of qualifying professional experience defined in Option 1; AND an active Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State, or a designation as an Accredited Financial Examiner (AFE) or a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
  • Option 3: A bachelor’s degree in accounting, finance, economics, insurance, or related field; WITH 12 semester or 20 quarter hours in accounting, finance, economics, or insurance; AND three (3) or more years of qualifying professional experience as defined in Option 1; AND an active Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State, or a designation as an Accredited Financial Examiner (AFE) or a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
  • Option 4: A master’s degree in accounting, finance, economics, insurance, or related field; WITH 12 semester or 20 quarter hours in accounting, finance, economics, or insurance; AND two (2) year or more of qualifying professional experience defined in Option 1, AND an active Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State, or a designation as an Accredited Financial Examiner (AFE) or a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).


"Qualifying professional experience" is defined as experience auditing, analyzing, or preparing financial statements: balance sheet, income statement, cash flow statement, and notes thereto as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor or external auditor or examiner of insurance companies, banks, savings and loan associations, municipalities, etc., state or federal or private entities.


Preferred Qualifications:

  • Experience with, or as a contractor for, a state insurance department working as an examiner, auditor, or financial analyst of insurance companies.
  • Designation as a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
  • Designation as an Accredited Financial Examiner (AFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
  • An active, Certified Public Accountant (CPA) license granted by the Washington State Board of Accountancy, or another state with reciprocity with Washington State.
  • Other insurance or information systems related designations.
