The Opportunity

WSDOT is seeking a detail oriented administrative professional to fill the Fiscal Specialist 1 vacancy located in Yakima, WA. In this role, you will perform time-sensitive financial management functions for the South Central Region (SCR) Area 2 maintenance departments. Duties include auditing, analysis, payroll administration, travel, accounting and recordkeeping. The Fiscal Specialist will also be responsible for assisting in the facilitation and coordination of all administrative duties and functions, help explaining and enforcing policies and procedures regarding purchasing, payroll, inventory, and personnel issues. Our top candidate will have exceptional customer service skills and knowledge of payroll functions. 


What to Expect

Among the varied range of responsibilities held within this role, the Fiscal Specialist 1 will:

  • Review employees work hours ensuring accurate reporting; advise staff of labor deadlines and requirements. 
  • Act as a liaison and coordinate with Headquarters Accounting & Financial Services for the creation of new vendors. 
  • Compile and compute payroll data from a variety of source documents. 
  • Ensure compliance with state requirements in payroll procedures computations and deductions; process and submit closing documents each pay period. 
  • Assist in training personnel in DOTtime.
  • Orders all office supplies, and special requests according to purchasing rules and regulations; organize, maintain, and monitor usage of supplies. 
  • Collect required approvals and signatures on purchasing and receiving documents; determine correct purchasing authority and accounting codes. 
  • Back up and assist Fiscal Specialist Supervisor and Maintenance Superintendents with administrative duties such as scheduling meetings/interviews, assisting with employee reimbursements, making travel reservations, preparing travel expense vouchers, and assisting with onboarding.


Qualifications

To be considered for this opportunity, the following are required:

  • High school diploma, GED certificate, or equivalent.
  • Two (2) years of experience providing excellent customer service and skills to remain professional in all interactions. 
  • Two (2) years of general clerical, accounting, or fiscal experience. 
  • Effective verbal and written communication skills.
  • Ability to keep sensitive information confidential.
  • Ability to perform clerical office and accounting functions.
  • Ability to work in an environment that fosters respect, professionalism, diversity, equity, and inclusion.
  • Experience with office equipment including phones, copiers, and computers.
  • Ability to become proficient in Microsoft Outlook, Excel, and Word.
  • Ability to learn job-specific computer applications.
  • A valid driver's license.


It is preferred that qualified candidates also have:

  • Ability to make informed decisions and resolve complex problems.
  • Ability to learn, comprehend, and practice accounting procedures, follow established guidelines, and provide quality customer service. 
  • Knowledge of WSDOT's purchasing and inventory systems, including P-card, PCMS, vouchering, and inventory.
  • Knowledge of WSDOT's payroll management system with the ability to make accurate and timely corrections.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
