 At the Division of Health Systems Quality Assurance (HSQA), we oversee Washington State’s healthcare delivery system, ensuring the highest standards of care. The Department of Health’s HSQA Office of Investigative and Legal Services (OILS) supports the agency and division mission by implementing the discipline procedures for health and health-related professionals and businesses as required under the Washington Uniform Disciplinary Act, RCW 18.130 (UDA). Together, we help Washington families thrive.


 The Office is responsible for licensing and regulating over 400,000 healthcare professionals and 7,000 facilities. As a member of the OILS team, you’ll perform complex health care investigations associated with complaints against health care professionals subject to Title 18.130 RCW, the Uniform Disciplinary Act (UDA), and the medical marijuana consultant program. The HCI 3 conducts general and technical investigations of complex cases often involving multiple health care issues, complainants, respondents, and/or professions.


Key Responsibilities Include

  • Conduct general and technical investigations of complex cases often involving multiple health care issues, complainants, respondents, and/or professions.
    • Review and interpret applicable guidance, policies, rules, and statutes to determine scope of complaint as well as coordinate tactics of the investigation.
    • Formulate and write an investigative plan based on the allegations/complain.
    • Identify and interview respondents, complainants, and witnesses on site, including homes, offices, health care facilities, and other establishments across the state.
    • Prepare, organize, and write an investigative report for disciplinary authorities.
    • Write and serve subpoenas and notice of intent to subpoena to compel attendance of witnesses or the production of records and notify individuals of pending subpoenas as required by law.

Location and Flexibility 

Enjoy the flexibility of our hybrid work environment, where you can balance working from home and collaborating in the office.  It is anticipated that you’ll be expected at the DOH facility located in Tumwater, WA for work activities 1-day weekly.


The position requires travel within Washington State and performs investigative duties at various sites, including homes, offices, health care facilities, and other establishments across the state.  




Required Qualifications 

You must meet ONE of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.




Option 1: Eight (8) or more years of experience as an investigator with a criminal justice or regulatory agency, or corporate entity, which must include three (3) or more years of field experience preparing evidence, interviewing witnesses and respondents/suspects,


OR


Option 2: Two (2) or more years of experience at the Health Care Investigator 2 level or higher.


Note: Prior to a new hire, a background check including criminal record history will be conducted. The ability to pass a criminal history background check is a requirement to perform the essential duties of this position and was determined based on a job analysis. This position conducts Uniform Disciplinary Act (UDA) investigations as required by RCW 18.130, and investigates reports of unprofessional conduct, as defined in RCW 18.130.180. Unprofessional conduct includes, but is not limited to, acts of moral turpitude, dishonesty, or corruption, as well as misuse of controlled substances or prescription drugs.


As well as the following knowledge, skills, abilities, and competencies:

  • Communication: Consistently communicates with complainants and respondents during the conduct of your investigations. Keep supervisors informed of relevant issues and communicate clearly and professionally with peers, management, and the public. 
  • Thorough Investigations: Conducts investigations in an organized, complete, and professional manner. This involves seeking guidance from your supervisor when unclear as to how to proceed.
  • Timely Investigations: Appropriately prioritizes and conducts activity in all assigned cases. Meets office timelines and completes complaint investigations within 170 days of assignment.

Preferred/Desired Qualifications


  • Bachelor’s degree or higher in criminal justice, a health discipline, or related field.
  • Demonstrated knowledge, ability, and experience applying state laws, including the Uniform Disciplinary Act and Washington Administrative Procedure Act.
