The Opportunity

WSDOT is currently seeking three Highway Maintenance Worker leads to work as members of the South Central Region’s (SCR) Maintenance & Operations team out of Naches, Yakima, and White Pass. Under the direction and supervision of the Highway Maintenance Supervisors, these positions will lead entry and journey level Highway Maintenance Workers and perform highway, roadside, infrastructure, and right-of-way maintenance work along state routes and surrounding areas. These experienced technicians will lead by example and display a strong ability to work under pressure in demanding conditions and maintain a safe and clean work environment. In these roles, you must be dedicated to safety while coordinating and performing daily work activities which include heavy equipment operations, providing roadway maintenance for sub-sections of highways, and performing snow and ice removal functions.


What to Expect

Work is often physical in nature and performed primarily outdoors and often next to high-volume, high-speed traffic that may require standing for extended periods of time. A typical schedule is Monday through Thursday, 40-hours per week, for 4, 10-hour days. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies. Rotational night shift is required.


Among the varied range of responsibilities held within this role, the Highway Maintenance Worker 3 will:

  • Prioritize, plan, schedule, and budget maintenance activities, lead, schedule, and direct highway maintenance activities.
  • Perform asphalt and concrete pavement maintenance and repair; apply concrete, asphalt, and synthetic materials.
  • Perform drainage maintenance including catch basins, sedimentation facilities, and ditches; erosion and slide repair; sign maintenance and repair; and guardrail, fence, and impact attenuator installation and repair.
  • Maintain and submit daily records and reports of maintenance activities; enter all maintenance activities into computerized systems (e.g., Highway Activity Tracking System (HATS), Work Zone Data base (WZDB), Traffic Sign Management System (TSMS, etc.); review computerized records to ensure accuracy.
  • Train personnel in equipment usage, safety, highway maintenance, and public relations.
  • Operate Commercial Driver’s License (CDL) and heavy equipment such as dump truck with plow and sander units, front end loaders, truck/trailer combos, sweepers, mowers, and pickups.
  • Lead crew during winter snow and ice operations.
  • Act as traffic control lead on emergency operations and assists crews in setting up and performing traffic control during emergency operations; act as a first responder at accident scenes, spills, or other emergency situations. 
  • Utilize personal computer and tablet to maintain accurate records and reports for personnel, equipment, inventory, and materials.
  • Assist in the safe cleanup and removal of unlawful dwellings.
  • Steward safety programs by knowing and enforcing the established WSDOT/WAC safety policies and procedures; conduct safety meetings.


Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Highway Maintenance Worker 2 or Maintenance Specialist 3; OR two (2) years of experience as a Bridge Maintenance Technician 2, Maintenance Specialist 2, or equivalent combination of experience.
  • A Class A CDL with N endorsement without airbrake restrictions and the ability to operate vehicles in Washington State and proficiency in operating 26,000 to 54,000 GVW dump trucks in the performance of routine highway maintenance and adverse weather conditions. 
  • A valid medical card.
  • A valid Traffic Control Flagger Card with experience performing traffic control per M54-44 or MUTCD including planning, setting signs and cones or barrels, and flagging, or ability to obtain within six (6) months of hire.
  • Experience leading and/or supervising crews, providing clear direction, and making good decisions under stressful conditions and proven leadership skills and abilities. 
  • Experience providing excellent customer service. 
  • Ability to communicate effectively in both verbal and written form. 
  • Experience adhering to safety policies and diligence in performing work in a safe manner. 
  • Experience in working independently and prioritizing workload, with the ability to handle multiple assignments. 
  • Ability to obtain and maintain valid First Aid/CPR Certification.
  • Ability to report in service to assigned duty station within 60 minutes of an after-hours call.
  • Ability to transport, move, and manipulate various types of equipment weighing 50 pounds or more.
  • Ability to work at elevated heights above 25 feet over land or water, as well as traverse in rough, steep, and uneven terrain.


It is preferred that qualified candidates also have:

  • Experience hauling, operating and transporting heavy equipment such as a dump truck with plow, sander and deicer/anti-icing system, grader, excavator and/or snowblower with comprehensive knowledge of heavy equipment used in road maintenance. 
  • High school diploma, possession of a GED certificate, or equivalent.
  • Knowledge of state highways, roadsides, and right of ways of the surrounding area.
  • Understanding and experience dealing with public/private owned fleet & rental equipment.
  • Experience resolving conflict or enforcing policies. 


Important Notes 

  • These positions are not eligible for remote work.
  • This recruitment will be used to fill three (3) permanent HMW3 vacancies, one position in each of the following locations: White Pass, Naches (Rimrock) and Yakima (Selah). This recruitment may also be used to fill additional positions per business needs.  
  • Regular travel to and from highway locations is an expectation of these positions and may be required on a regular, sporadic, or as needed basis. 
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
