What are the responsibilities and job description for the Investigator 3 position at State of Washington?

The duty station for this position is in King County, therefore the incumbent will receive 5%
premium pay in addition to the salary listed above.


The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is committed to enhancing peace officer and corrections officer accountability as well as public trust and confidence in the criminal justice system.  The Certification Division plays a vital role in reviewing misconduct to ensure violations of the statutory rules are applied in a fair and consistent manner in cases involving misconduct and forwarding cases to the Attorney General's Office for review and possible decertification.

In order to assist in these efforts, WSCJTC is recruiting an experienced investigator who is well versed in interview techniques and report writing to join our investigative team. This position will be responsible to coordinate with Washington State police and corrections agencies in order to review completed internal investigations.  In addition, the incumbent will conduct administrative investigations on alleged misconduct of police and corrections officers, WSCJTC employees, contractors, and recruits.

  • Organize and conduct administrative investigations on alleged misconduct for peace or corrections officers, WSCJTC employees, WSCJTC contractors, and/or recruits.
  • Acquire open-source information and records.
  • Request, secure, and analyze law enforcement documents and other records and/or evidence.
  • Develop interview questions and conduct interviews of complainants, victims, witnesses, and employees/officers with Garrity Rights as appropriate.
  • Write extensive, detailed, reports of investigation and supplemental reports.
  • Organize investigative information/reports/files/photos/evidence for review by the Certification Division supervisor and/or managers.
  • Assist the Assistant Attorney General as needed with case briefings, filings, and follow-up.
  • Testify in administrative hearings and other judicial proceedings.
  • Receive and evaluate referrals from law enforcement agencies, government agencies, and community groups on alleged police and/or corrections officer misconduct.
  • Consult with and provide guidance to law enforcement agencies, government agencies and the Washington State Assistant Attorney General assigned to the WSCJTC Certification Bureau.
  • Recommend to supervisor, managers, and the Assistant Attorney General a specific course of action and/or strategies to follow during complex administrative investigations.
  • Provide expert opinion and advice as appropriate to a variety of stakeholders. 
Required Qualifications:
  • Bachelor’s Degree or higher in Criminal Justice, Sociology, or a related field - AND - 
  • At least (3) three years’ experience involving complex investigations.        – OR – 
  • At least (5) five years’ experience involving complex investigations, to include at least (2) two years’ experience in criminal and/or administrative investigations.
  • Ability to manage workload with little supervision.
  • Experience conducting investigations and writing investigative reports.  This includes preparing for and conducting recorded interviews of employees, officers, victims, witnesses, suspects.
  • Know the differences between a criminal investigation and an administrative investigation.
  • Ability to build partnerships with diverse stakeholder groups.
  • Strong public speaking skills.
  • Excellent interpersonal skills.
  • A valid Washington State driver’s license.
Desired Qualifications:
  • At least (2) two years’ experience conducting administrative investigations.
  • Excellent interpersonal communication skills.
  • Extremely confident and resistant to intimidation
  • Extremely high professional ethics. 
  • Wide range of experience outside of specialty area
  • Detail-oriented.
