What are the responsibilities and job description for the IT Business Analyst-Journey position at State of Washington?
This is a project position that has an anticipated end date of June 2026.
This position is scheduled for telework but may need to report to the office in Olympia, WA a few times a year.
The ideal candidate for the IT Business Analyst Journey position is an experienced professional with a passion for creating people-centered, accessible products and services that align with the Leave & Care Division’s Paid Leave program. They will have a strong ability to collaborate with both internal and external stakeholders to analyze and document technical solutions in an agile environment that meet diverse business needs. By eliciting and defining business requirements, identifying and analyzing business processes, and maintaining comprehensive system documentation, this candidate will contribute significantly to the customer experience and the program’s continued development.
In this role, the ideal candidate will demonstrate expertise in researching and documenting business requirements for complex technology implementations. They will have exceptional analytical and communication skills, enabling them to define technical specifications and propose solutions in partnership with business and technology teams. A commitment to supporting software engineers and testers throughout the development cycle is essential, ensuring that system features and functionalities are realized effectively. As a key member of the Leave and Care Product Team, this candidate will play a pivotal role in advancing the services offered by the Paid Leave program.
Embedded in a dynamic Scrum Team, the candidate will excel in fostering collaboration and actively participating in ceremonies such as daily stand-ups, story refinements, and sprint alignments. They will possess adaptability and problem-solving skills, serving as the first point of contact for clarifications during software development.
Conduct intensive, in-depth systems analysis for development of the state’s Paid Leave program. This includes:
- Analyzing current and desired state of the system, including identifying dependencies, risks and gaps.
- Mapping the sequential flow of work or activities to demonstrate how work is carried out including identifying and analyzing data inputs and outputs of program systems
- Eliciting business requirements from product owners, key stakeholders, and subject matter experts.
Perform business and technical requirements definition. This includes:
- Translating business and functional requirements into the backlog, including acceptance criteria, assumptions, technical requirements and other specification documentation in Azure DevOps.
- Working with product manager(s) to prioritize requirements to ensure business needs are met.
- Working with development teams to validate requirements and making adjustments based on technical input so that the work is ready for development.
Support Leave & Care Division staff This includes:
- Providing orientation to and answering questions about Paid Leave tools and processes, documentation guidelines.
- Explaining these tools, processes and technologies in terms easily understood by nontechnical staff.

- Bachelor’s degree in computer science or closely related field and three years of IT experience performing business and systems analysis, system requirement definition, and/or system documentation OR a combination of IT related education and/or relevant IT experience equal to 7 years
AND:
- Demonstrated experience troubleshooting malfunctions and failures of highly complex applications and systems and participating in defining mitigation and resolution strategies.
Special Requirements/Conditions of Employment:
