The Department of Natural Resources (DNR) has an exciting opportunity within our Information Technology Division. This is an IT Senior Manager position that provides innovative and strategic IT leadership and direction to the agency as it relates to the Organizational Change Management Office. Responsibilities include developing policy and associated governance structures and effectiveness measures for IT Organizational Change Management. This position is expected to coordinate Organizational Change Management strategy in concert with agency business objectives and priorities.
The Organizational Change Senior IT Manager plays a key role in ensuring technology projects meet objectives on time and on budget by increasing employee adoption and usage. This position is a key conduit to DNR divisions and regions and will help prepare for, manage, and sustain divisional and agency-wide change efforts. This position will primarily support the highest priority projects in assigned portfolios and projects that directly connect to implementation of DNR’s strategic plan.
This is a senior level IT management position that provides innovative and strategic IT leadership and direction to the agency as it relates to the Organizational Change Management Office. Responsibilities include developing policy and associated governance structures and effectiveness measures for IT Organizational Change Management. This position is expected to coordinate Organizational Change Management strategy in concert with agency business objectives and priorities.
The Organizational Change Senior IT Manager works through many others in the organization to succeed and acts as a coach and consultant for senior leaders and executives in helping them fulfill the role of change sponsor. This position provides direct support and coaching to all levels of managers and supervisors as they help their direct reports through transitions and will also support project teams in integrating change management activities into their project plans. The position also supports the growth of OCM capability and directs and manages OCM activities for division-specific projects, as well as agency-wide projects that impact multiple divisions, large cohorts of staff, or all DNR staff.
This position reports to the Division Manager/CIO in the IT Department.Responsibilities:
- Develop governance, policy, and strategic planning for Organizational Change Management services for Agency technology projects and implementations.
- Manage multi-disciplinary change management teams with business and IT representatives from across the organization.
- Develop and implement comprehensive organizational change management governance plans for Agency wide and inter Agency project(s) to ensure changes to business processes, systems and technology, job roles and organizational structures are clearly articulated, shared, communicated and trained for all staff affected by changes.
- Provide expert level consultation, technical assistance and coaching for current and future use to division, regional and executive leadership teams to help them fulfill their role of change sponsor and to managers and supervisors as they help their direct reports through transition.
- Bachelor’s degree in public administration, business administration, human resources, organizational development, applied behavior sciences, information technology or closely related field AND a total of ten (10) years of relevant IT experience;
OR an equivalent combination of education and/or relevant IT experience equivalent. - 5 years’ experience in the following:
- Facilitating diverse work groups and teams involved in complex projects
- Working with senior managers to design and implement organizational development interventions that improve work groups, teams and organizations
- Experience in a large, multi-function, complex, multi-site organization.
- Supervision of technical teams.
- ProSci change management practitioner certification (or like program equivalent).
- Commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
- Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
- High producer, capable of delivering highly original work products and services under tight deadlines.
- Flexible and able to work independently and capable of absorbing and synthesizing large amounts of new information.

- This position’s duty station is the Natural Resources Building in Olympia, WA. The incumbent must reside in WA state. This position is eligible for Telework/Hybrid options with prior approval from their direct supervisor.
