The Energy Division (Energy) catalyzes the transition to a clean and just energy future.
This position works within the State Efficiency and Environmental Performance Office (SEEP) in the Energy Division. This position manages and analyzes data related to state agency environmental performance, develops processes to facilitate efficient tracking and reporting activities, collaborates with agency partners to collect information, and makes recommendations to management for business process changes that support better alignment with the long-term strategic goals of the SEEP Office.
- Serve as a consultant to management in tracking measurements of the SEEP Office’s performance in relation to Executive Orders 20-01 and 21-04, the Energy Division’s strategic plan, the state energy strategy, and related energy and climate policies.
- Collaborates with state agency partners to collect data and information that supports reporting requirements for the SEEP Office.
- Develops and implements processes that support timely and accurate data collection.
- Contributes data and supports the development and maintenance of data dashboards and visualizations.
- Creates data visualizations, charts, graphs, and figures as directed to support reporting and communications efforts.
- Prepare and present reports and data summaries.
- Conduct research and analysis as directed, to support reporting and program planning activities in the SEEP Office.
- Participate in division and agency-wide project workgroup opportunities such as outcome measures, data management work group, strategic breakthrough initiatives and other opportunities that align with the duties of this position.
- Support research and data analysis tasks needed for legislative coordination.
- Monitor legislation, hearings, and bill activity during legislative session.
- Provides consultation to management in the SEEP Office’s portfolio of projects including
executive orders, proviso funded work, and research and reporting activities. - Supports timely, efficient and thorough data collection efforts in partnership with SEEP
Office staff and other state agencies and follows up as needed with partners to complete data collection and reporting activities. - Identifies problems and data gaps and recommends changes and technology solutions to make process improvements and support better strategic alignment.
- Provides technical support and training to SEEP partners to ensure reporting and
operational requirements can be met, and to support agency participation in planning and
reporting efforts led by the SEEP Office. - Consult with management and SEEP partners to ensure the successful and timely
completion of performance management projects. - Establish and maintain productive relationships with subject matter experts and staff within
the SEEP Office, throughout the Commerce Energy Division, and with state agency
partners, so that data workflows and systems can be managed efficiently and with
collaborative input. - Implements system tracking approaches and oversees performance measurement on
regular cycles. - Provides process improvement recommendations to management.
- Provide regular updates to SEEP Office and Energy Division staff and management on
performance measurement.
OR
Comparable combination of graduate education and experience. Experience analyzing legislative activities in government or nonprofit agencies.
- Experience writing and editing technical documents.
- Experience using computer applications including Word, Excel, Outlook, and HTML.
- Experience with statistical analysis, performance assessment, and outcome measurement.
- Ability to independently determine and prioritize workload, meet reporting deadlines with high degree of accuracy.
- Ability to travel that may include overnight stays and work days exceeding ten hours.
Desired Qualifications:
- Experience managing the analysis of legislative activities, coordinating the production of technical reports and other documents, and coordinating statistical analysis, performance assessment, and outcome measurement.
- Experience managing others in the use of computer applications including Word, Excel, Outlook, and HTML.
- Experience with data visualization tools like Tableau and Power BI. Knowledge of energy and climate programs laws, regulations, and policies.
- Knowledge of energy and GHG metrics.
- Experience with finance, energy, environmental performance, GHG emissions, facilities, transportation, and/or toxic materials.
- Experience collaborating with marginalized communities, Tribal communities and vulnerable populations and/or experience centering equity in program design and implementation.

This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.
