Management Analyst 5 | Reentry Division

Full Time | Permanent

Location: Tumwater, WA

Salary Range: $87,708- $117,960 Annually 

 

This position is represented by the Teamsters 117 Bargaining Unit.

 

The candidate of choice must be able to work in Tumwater, WA on a daily basis. Telework may be available based on workload and upon a conversation with the position supervisor.

 

The Washington State Department of Corrections is seeking data driven and collaborative individual to join the Reentry Division as a Management Analyst 5 (MA5)! The Reentry Division to administers a comprehensive reentry design and holistic approach to successfully reintegrate individuals back into the community. In support of this mission, the goal of this position is to assist with the data management and analysis of division-wide programs, and work to develop and recommend strategic goals regarding programs to division leadership. 

 

Our Reentry Division provides targeted and focused opportunities and pathways supporting successful integration into our communities from incarceration. As the Management Analyst 5, you will be responsible for supporting program areas through data quality control, data collection, data analysis, continuous quality assurance, and program improvements with supporting data. 

 

In this role, you will facilitate projects for multiple Reentry division programs and document, store, and report on performance, using the full set of uniform measures provided by the agency’s strategic plan. The candidate of choice must be able to speak in front of groups of all sizes as you will present findings and recommendations to internal and external stakeholders.

As a Management Analyst 5, some of your duties will include: 

  • Serving as the data expert for assigned Reentry programs which could look like:
    • Developing, maintaining and delivering reoccurring data, data reports, reports, and ad-hoc data requests
    • Developing a rigorous methodology for effective tracking of performance outcomes that allows for accurate and timely reporting of performance outcomes
    • Designing data collection tools and writing data codes to mine data
    • Maintaining data codes, recurring reports, and counting rules, and update as policy or practice dictate
    • Identifying trends, patterns, anomalies, and uses findings to develop and communicate strategies for improving processes and practices
    • Designing, developing, and administering a dashboard of performance and outcome measures related to Reentry programs
  • Establishing and maintaining positive, respectful and collaborative relationships with internal and external stakeholders including: 
    • Working interactively with department leadership, services providers, State Board for Community and Technical Colleges, Department of Labor and Industries, Office of Corrections Ombuds, state registered apprenticeships programs, and other applicable entities
    • Building and sustaining effective partnerships with appropriate national and philanthropic organizations, research organizations, state agencies, local and tribal governments, and community partners to enhance data sharing, collaboration, and the delivery of a continuum of services that support reentry opportunities, reduction of recidivism, and improve public safety
    • Engaging sponsor, steering committee, and agency stakeholders across authority lines that support desired outcomes
    • Attending, participating and taking notes in multi-disciplinary meetings with internal and external stakeholders as they relate to Reentry program areas.
  • Quality Assurance
  • Provide professional and technical advice regarding multi-dimensional issues impacting division programs
  • Other Duties as Assigned

What we need (required qualifications):

  • Bachelor’s degree from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent in Business administration, public administration, law, public health, health administration, or a related field.

AND

  • Two (2) years of experience in managing complex datasets and responding to research and/or policy-related inquiries

OR

  • Associate degree from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent in Business administration, public administration, law, public health, health administration, or a related field

AND

  • Four (4) years of experience in managing complex datasets and responding to research and/or policy-related inquiries

OR

  • High School Diploma or Ged equivalent

AND

 

  • Six (6) years of experience in managing complex datasets and responding to research and/or policy-related inquiries

OR

  • Two (2) years of experience as a Management Analyst 4

In addition to the above education and experience, the below knowledge, skills and/or abilities are required:

  • Familiarization with performance measurements and quality assurance
  • Ability to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity
  • Able to work independently and as part of a team
  • Ability to build and maintain internal and external customer satisfaction with data-related elements of the program
  • Advanced proficiency in Microsoft Excel with at least three (3) years of experience to include:
    • Complex formulas
    • Pivot tables
    • Charts/graphs
    • Linking workbooks
    • Exporting and importing data
    • Analyzing data
    • Troubleshooting formula errors
  • Familiarity with, or desire to learn, lean principles and strategies for continuous improvements and problem solving and demonstrated ability to apply such principles

 

What will make your application stand out (preferred qualifications): 

  • At least five (5) years’ experience conducting research and analyzing complex administrative datasets with knowledge of statistics and using statistical packages for analyzing large datasets (e.g., SAS, SPSS, etc.) and/or structured query language (SQL or equivalent), including the use of macros and complex joins using multiple data sources
  • At least five (5) years of demonstrated experience in two or more of the following areas: conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis, and developing requirements, leading business projects, managing business operations, and business policy development
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Demonstrated ability to identify, analyze, and interpret trends or patterns in complex datasets
  • Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points
  • Ability to visually present data in charts, graphs, and tables
  • Leadership attributes:

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.  Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.  Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
