About the position
The Organizational Change Management (OCM) Specialist is part of the Strategy & Management Division at WaTech. This division plays a central role in driving organizational alignment, strategic planning, and operational excellence across the agency. The OCM Specialist reports directly to the OCM Program Manager and collaborates closely with project managers, department leads and agency leadership to ensure successful adoption of organizational changes
As the OCM Specialist, you will serve as a bridge between leadership, technical teams, and the workforce, ensuring alignment of change objectives with organizational goals and driving measurable outcomes. This role relies on data-driven insights, standardized change management methodologies such as Prosci ADKAR, and strong interpersonal skills to build trust, enhance transparency and support long-term sustainability of change initiatives across WaTech.
Some of what to expect with this role:
- Lead the design and execution of customized change management strategies for agency-level projects and initiatives, ensuring alignment with WaTech’s OCM framework and strategic goals.
- Conduct readiness assessments to evaluate the scope of change, impacted groups, organizational readiness and potential barriers.
- Analyze assessment results to identify trends, risks and opportunities.
- Develop mitigation strategies to address identified risks and resistance, using coaching plans, communication frameworks, and interested party engagement techniques to ensure workforce readiness.
- Utilize Prosci ADKAR methodologies to create change management models that meet the specific needs of each project or initiative, driving sustainable adoption across impacted groups.
- Provide leadership with data-informed insights through detailed presentations and reports, recommending actions to support staff in successfully navigating and adopting organizational changes.
- Track adoption metrics and adjust change strategies as needed, using data insights to ensure alignment with organizational priorities and measurable outcomes.
- Facilitate communication between leadership, technical and project teams, and workforce groups to ensure shared understanding of change objectives, timelines and desired outcomes.
- Translate technical concepts into actionable insights for leadership and workforce groups, using plain language and visual tools (e.g., presentations, infographics) to ensure clarity.
- Align goals and objectives across diverse parties by resolving conflicts, clarifying expectations and ensuring mutual understanding.
- Represent WaTech in cross-agency collaborations, acting as a subject matter expert on organizational change management to promote consistent adoption across diverse teams.
Here’s what we’re looking for:
- Seven years of experience in organizational change management. A bachelor’s degree in organizational development, business administration, public administration, communications, human resources, psychology, or a related field can substitute for up to four years’ experience.
- The total seven years of experience must include:
- Three years of experience in Organizational Change Management (OCM), including the design, implementation and oversight of medium to large-scale change initiatives.
- Three years of experience developing and implementing change management plans, communication strategies and workforce readiness programs.
- Three years of experience facilitating training sessions, workshops or coaching activities for diverse audiences.
- Three years of experience collaborating with project managers, technical teams and leadership to integrate change management activities into project plans.
- Two years of experience conducting change readiness assessments, analyzing results and developing risk mitigation strategies.
- Two years of experience tracking and reporting adoption metrics and workforce readiness levels using dashboards, surveys and analytics tools.
- Must possess and maintain or be able to acquire/obtain and maintain the following professional certification within first six months of employment (verification required):
- Prosci Change Management Certification.
- Equivalent industry-recognized change management certification (e.g., ACMP Certified Change Management Professional).
- Proficiency with change management tools and methodologies, including readiness assessments, adoption dashboards and survey tools.
- Strong written and verbal communication skills with the ability to tailor messages to diverse audiences.
- Proficiency with Microsoft Office Suite, including Excel, PowerPoint and collaboration tools (e.g., Microsoft Teams).
Preference may be granted to applicants with the following:
- Experience working in public sector environments or large, matrixed organizations.
- Project Management Professional (PMP) certification or equivalent.
- Experience using data visualization tools, such as Microsoft Power BI or similar platforms.
- Experience participating in Communities of Practice (CoP) related to change management or organizational development.
Telework: This position is approved for telework. However, it requires the incumbent to typically be onsite 1-4 times a month to participate in in-person meetings, trainings, and team building activities.
