The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for the Paralegal 2 position. This role is within the Legal Affairs Division and offers the chance to work from our Tumwater Office.

About the Position

The Paralegal 2 is a paraprofessional position that provides timely and substantive paralegal assistance to a team of Insurance Attorneys. The position works with a high degree of independence to support an assigned caseload that includes a range of legal matters.

The ideal candidate should be able to effectively communicate, adapt, work with others, be open to learning, feel comfortable with prioritization/organization, have a strong work ethic, and embrace change with a positive approach.

This recruitment may be used to establish a qualified pool of candidates for Paralegal 2 vacancies in the next sixty days.

This is a Washington General Service position. The monthly salary range for this position is $4,987 - $6,705.

The duties of the position include, but are not limited to: 

  • Independently drafts a variety of administrative enforcement orders, including but not limited to, revocations, probationary licenses, consent orders, and cease-and-desist orders.
  • Analyzes case facts for the purpose of identifying relevant issues and violations.
  • Researches and locates relevant legal comparables in support of proposed enforcement actions.
  • Reviews all final documents for correct formatting, spelling, grammar, legal citations, and consistency.
  • Drafts other legal documents in the course of assigned enforcement cases, including but not limited to, case correspondence, simple motions, discovery requests and responses, and memoranda.
  • Organizes and tracks discovery requests and responses, including but not limited to, interrogatories, requests for production, and requests for admission.
  • Identifies and compiles case exhibits to be used in discovery, motion hearings, and related proceedings.
  • Assists insurance attorneys with hearing preparation, settlement negotiations, and management of lay and expert witnesses.
  • Inputs, codes, and retrieves information and supporting documentation from electronic file systems and databases (e.g. SIMBA, ORCA, SharePoint).
  • Organizes and maintains hearing schedule and tracks case status to ensure internal and external deadlines are met.
  • Monitors case progress and meets with assigned insurance attorneys at least monthly to ensure cases are on track to meet internal and external deadlines.

Required Qualifications

  • Four (4) years of experience through one or a combination of the following options: paralegal certification, two-year paralegal degree, and/or paraprofessional experience in support of an attorney, administrative law judge, or equivalent, 

OR

  • Three (3) years of experience as a Paralegal 1;

AND

  • Basic level Microsoft Office Suite skills (Outlook, Word, Excel, and PowerPoint).
  • Ability to input 40 words per minute.

*Paraprofessional is defined as: Performs in a supportive role, assists, and performs some of the routine duties of a professional.


Preferred/Desired Qualifications: 

  • One to three years of experience in a state regulatory enforcement environment.
  • Intermediate level Microsoft Office Suite skills (Outlook, Word, Excel, and PowerPoint).
  • Experience in public records requests.
  • Familiarity with the Washington regulatory process.
  • Familiarity with the Washington legislative process.
  • Familiarity with the insurance industry.
