The Opportunity:
As a Payroll Fiscal Analyst 5, you will serve as the Principal Assistant to the Payroll Manager, playing a critical role in supporting the agency's payroll operations. This position is responsible for leading the development and ongoing maintenance of payroll procedures, ensuring they are both effective and compliant with Federal and State payroll and tax regulations, as well as DCYF policies.
In this role, you will:
- Identify areas for improvement and implement procedural changes as needed
- Monitor payroll practices for compliance and efficiency
- Collaborate with internal teams, including Payroll Analysts, Financial and Business Services, and Human Resources
- Liaise with external partners such as other State agencies on payroll-related matters
Some of what you will get to do:
- Review work completed by lower-level payroll staff and use expert payroll knowledge to provide ongoing oversight and training as needs are identified.
- Provide expert-level interpretation of payroll, benefit, and leave policies, CBAs, and federal and state laws and recommend best practices to Payroll Managers and the Chief.
- Provide input and assist in writing annual employee performance evaluations.
- Use expert-level knowledge of payroll processes, payroll systems, and system integrations to assist payroll analysts in evaluating complex payroll data to determine accuracy, take corrective action where needed, and communicate results effectively.
- Develop new employee training plans and coordinate the execution of the employees’ training, keeping apprised of their progress and providing recommendations to the Payroll Manager.
- Ensure the ongoing training and development of existing payroll staff to understand procedures, governing state and federal rules, CBA, and DCYF policies, and conduct training sessions as needed.
- Ensure timely communication of events that impact daily operations.
- As an agency expert, assist the Payroll Manager in responding to internal and external payroll audits.
- Assist the Payroll Manager in coordinating work schedules to ensure coverage for daily operations.
- Review payroll processing during the closing for each pay cycle to ensure an accurate payroll.
- Oversee the processing of wage overpayments, PEBB benefits, retirement benefits, assault benefits, and timekeeping.
- Ensure timely Quarterly and annual filing and payments.
- Act as the Payroll Unit Manager in their absence.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree and three (3) years of relevant professional experience.
- Equivalent education/experience: seven (7) years total.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Bachelor’s degree with at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting, and four to five years of relevant professional experience.
- Master’s degree in a financial-related field, or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant.
- Previously demonstrated experience performing payroll processing/operations duties by RCW, WAC, CBA, and SAAM.
- Previously demonstrated experience leading the work of others.
- Previously demonstrated experience processing quarterly and/or annual filings and payments.
- Previously demonstrated experience in training others.
- Previously demonstrated experience in independently evaluating complex payroll data to determine accuracy. Taking the initiative to make corrections as needed.
- Previously demonstrated experience in making decisions independently.
