About the position
 This position is part of the Office of Privacy and Data Protection (OPDP), which is the statutorily designated central point of contact for state agencies on privacy and data protection. OPDP develops and provides the state’s privacy policies and standards and works with all the state agencies on implementing the strategic direction for information technology for state government. OPDP performs outreach, education, consultation, coordination, and policy review of agency and enterprise data management and privacy efforts. This position reports to the State Chief Privacy Officer


As a Privacy & Data Protection Manager, you will be relied on to support small state agencies and the public on data privacy and protection concerns by leading, developing and disseminating resources for state agencies. In this role you will promote a culture of strong privacy controls for small state agencies and articulate principles and best practices that further privacy maturity across the state enterprise.

Some of what to expect with this role:

  • Monitor legislative session for proposed or pending changes in state laws, rules, or regulations regarding privacy matters and analyze potential impacts. 
  • Represent OPDP and WaTech on policy committees as needed or required. 
  • Lead multi-entity initiatives to help state agencies determine the best approaches for data protection and privacy programs.
  • Design, develop and promote training programs that promote privacy best practices. 
  • Deliver training and presentations to a variety of audiences. 
  • Collaborate with cybersecurity and project management professionals to ensure privacy considerations are incorporated throughout the system development lifecycle of major state agency IT projects.
  • Consult and work with privacy leaders in state and local government, national government and the academic community.
  • Develop model data management policies, practices, standards, training and advanced tools suitable for use across a spectrum of state agencies.
  • Define, plan, and oversee privacy initiatives in ways that obtain the best business and technical value for state agencies within agreed timeframes and budgets.
  • Secure and manage grant funding for appropriate projects from federal and private sources
  • Testify before Legislative Committees and engage with legislative members and staff on a variety of issues in which the Office of Privacy and Data Protection. 
  • Support other Office of Privacy and Data Protection initiatives, such as developing security and privacy training and resources for local governments.
  • Integrate the Washington state agency privacy principles into small agencies that process personal information. 
  • Identify and document the personal information the agency processes, applicable handling requirements and appropriate management strategies

Here’s what we’re looking for:

  • 12 years of experience in data privacy, data governance, or cybersecurity. This must include:
    • Five years’ increasingly responsible experience in data privacy and policy development regarding data handling and data governance. 
    • Four years’ experience in privacy operations in organization subject to stringent privacy requirements, such as HIPAA, GLBA, FERPA or GDPR. OR Four years’ experience with the Public Records Act and application of exemptions, state records and archiving methods, and state agency operations

*A bachelor’s degree may substitute for four years of the required experience. A higher-level degree such as a Juris Doctorate, Masters, or M.S.I.M. from an accredited institution with contemporary study of privacy, public records, cybersecurity, IT management, computer science, related data governance, or data management may substitute for up to two additional years of the required experience.


Preference may be granted to applicants with the following:

  • Three years of experience in a technology setting.
  • Three years of experience managing a program or unit.
  • A professional certificate or credential in data science, information management, or privacy.
  • Admitted to the bar in Washington, member in good standing of the Washington State Bar Association.
  • Experience working in a government setting.

Telework: This position is approved for telework. However, it requires the incumbent to be onsite as needed.
