Our Business and Professions Division employs nearly 300 staff who manage 34 professional business licensing programs with 133 different licenses and regulate more than 200,000 licensees and 30,000 business licensees. The division also manages several statewide programs including the Uniform Commercial Code, Firearms Database, Combative Sports, and Prorate and Fuel Tax Services.

Reporting to the Assistant Administrator, you will be responsible for directing the licensing, and education efforts of division licensing programs. Not only will you be providing licensing support to several of our Boards and Commissions and developing regulatory policies and procedures to support program efforts, but you will also provide your staff with guidance and direction to build productive, cohesive teams. Although much of your work will be autonomous, your ability to collaborate cross divisionally will be key to your success.

Some of what you will do:

  • Perform timely bill analysis and preparation of fiscal notes and decision packages during legislative sessions.
  • Provide information to regulatory and advisory boards and commissions on issues related to the board or commission licensee base.
  • Act as an expert on licensing program issues.
  • Collaborate on rule changes that affect licensing.
  • Monitor program expenditures to ensure the program is spending within its budget authority and that appropriate fees are in place.

What you will bring to the position:
  • Demonstrated experience:

    • leading teams and managing programs.

    • applying leadership skills and change management principles.

    • developing and implementing strategic and operational plans for a section, business, or program.

    • in the development, interpretation and application of policies and procedures.

  • Demonstrated ability to:

    • work cooperatively and productively with employees and partners on projects, day-to-day operations and initiatives while maintaining positive working relationships.

    • identify and solve problems in operational areas, negotiation skills, human resources, budget management, and staff performance accountability.

    • maintain effective communications with all levels within.

  • Excellent organization skills for maintenance of records and reports.

Experience can be gained concurrently.

What may help set you apart: 
  • Bachelor’s degree in business or equivalent experience.


Additional Requirements of Employment:
  • The ability to work in-person in our Olympia office three days a week or more as business needs arise.
  • The ability to travel overnight and out of state.
