We are seeking a Quality Assurance Manual Test Lead to support the quality assurance of Health Care Authority Benefits Employee and Retiree Benefits (ERB) software systems. The successful candidate will assist in the review and testing delivery of program deliverables using proven project management principles while simultaneously leading and mentoring the QA team in established test approaches and techniques. While Washington state is already a leader in healthcare technology this position will have a pivotal role in advancing the state of technology in our agency and potentially other agencies. It will have a high impact on ensuring services are available for PEBB and SEBB members, with a major driver that we have quality of delivery of services that allow people to access the health services they need when they need them.

About the division:
The Enterprise Technology Services (ETS) division is the agency’s designated technology provider. ETS delivers innovative Information Technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of Health Care Authority divisions and business program groups.
About the position:
This IT Quality Assurance - Senior Specialist will work with highly motivated ERB project staff focusing on leading quality assurance through testing the Benefits 24/7 (B247) health election system planning system and other systems to support processes, requirements traceability, accessibility/usability, and defect tracking. This position will ensure assigned applications are fully tested, defects tracked to resolution, and defined business processes are functional.
This position may be eligible to telework full time. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
- Develop and implement comprehensive test plans and strategies for the Workday ERP implementation project.
- Lead a team of testers to execute test cases and scenarios, ensuring thorough coverage of all functional areas.
- Collaborate closely with the project management and development teams to identify testing requirements and priorities.
- Establish and maintain testing standards, procedures, and documentation.
- Conduct regular reviews of test results and identify areas for improvement in system functionality and performance.
- Coordinate with business stakeholders to ensure that testing aligns with user requirements and expectations.
- Manage the defect tracking process, including identification, prioritization, resolution, and reporting.
- Provide regular status updates on testing progress and issues to project stakeholders.
- Mentor and coach team members to enhance their testing skills and knowledge.
- Stay current with industry best practices and emerging trends in testing methodologies and quality assurance techniques.
- Oversee and lead the Quality Assurance test staff across all the state agencies ensuring that the critical timelines are met.
- Lead end to end testing across all the agencies. All agencies have their own unique shadow systems.
- Coordinate successful User Acceptance Review across all state agencies. The ERP will be changing the way staff do their work, which may cause pushback on implementation.
Required qualifications:
Minimum education/experience
- Three (3) years of technical leadership experience, particularly in QA.
- Three (3) years of IT consulting and research skills.
Qualifying candidates will also meet one of the following criteria options:
Option 1:
- Master’s degree in computer science, information technology, or a closely related field.
- Three (3) years of IT experience in:
- Maintaining software applications.
- Implementing software development projects, including exposure to testing in an Agile environment using testing and release management tools.
- Business/Technical Analyst within an Information Technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes.
- Performing manual or automated testing for large and small software applications.
Option 2:
- Bachelor's degree in computer science, information technology, or a closely related field.
- Five (5) years of professional IT Experience in the areas listed above.
Option 3:
- Nine (9) years of progressive (continuing to grow professionally) professional IT Experience in the areas listed above.,
Option 4:
- Three (3) years as a Journey Level IT Professional with professional IT Experience in the areas listed above.
Preferred qualifications:
- Proficient in Microsoft Office Suite: Including Excel, Word, Visio, PowerPoint, SmartSheets and SharePoint.
- Experience with Project management principles and methodologies.
- Certified Software Tester (CSTE) or Certified Software Test Professional (CSTP).
- Proficiency in implementing accessibility standards (WCAG 2.0 AA).
- Knowledge and experience with assistive technologies (e.g. JAWS, NVDA, Voiceover).
- Experience creating test plans and test suites is Azure dev ops.
