GENERAL COUNSEL-WV BUREAU OF SENIOR SERVICES-KANAWHA COUNTY
EXEMPT POSITION
This opportunity is charged with responding to legal challenges and internal and external inquiries to the WV Bureau of Senior Services (the Bureau). The candidate will advise senior staff regarding all legal issues and questions that may arise as well as those that actively involve the Bureau.
In addition, the position will develop and manage the Bureau’s legislative program to ensure the programmatic goals of the Bureau are achieved. The position is a member of the executive team charged with managing the Bureau’s communications with members of the W. Va. Legislature and U.S. Congress and with influencing statutory changes impacting the Bureau’s management of resources.
Specific responsibilities include, but are not all inclusive:
Keep Commissioner and Deputy Commissioner Informed
1) Monitor federal and state legislative proposals and policies.
2) Keep the Commissioner and Deputy Commissioner current and fully informed on all federal and state legislative matters.
3) Advise the Commissioner and Deputy Commissioner on all legal issues that affect or are likely to affect the Bureau and impact on its mission;
4) Timely respond to FOIAs.
Further the Mission of the Bureau
1) Engage with the Commissioner and Deputy Commissioner to identify legislative needs and formulate legislative proposals for submission to the Governor’s Office.
2) Oversee the timetable and drafting of bills, rules, annual reports, and legislative audit responses.
3) Work with the Finance Officer to develop strategies to achieve the Bureau’s financial goals as directed by the Commissioner.
4) Coordinate and assist the Finance Officer with fiscal notes and develop communication on fiscal impacts as necessary.
5) Assist in analyzing, researching, and formulating PowerPoint presentations and talking points.
Represent the Bureau at the Legislature
1) Periodically testify before the Legislature on the Bureau's behalf.
2) Responsible for building legislative interest and understanding of legislation introduced by the Bureau annually.
3) Establish and manage key relationships with state agencies, legislative officials at all levels, and advocates to facilitate and maintain their day-to-day understanding of state activities and possible impact to the Bureau of proposed legislative changes.
Minimum Qualifications
Training: Admission to practice law in the State of West Virginia.
Experience: Nine years of full-time or equivalent part-time paid experience in the practice of law, including trial experience in administrative or judicial proceedings.
