Introduction

Become the Major Highway Projects Program Engineer(Civil Engineer Transportation - Advanced) with the Wisconsin Department of Transportation! This position has the opportunity to work at any DOT / DTSD regional office ! Offices options are located in Rhinelander (Oneida County), Wisconsin Rapids (Wood County), Green Bay (Brown County), Eau Claire (Eau Claire County) , Superior (Douglas County), Waukesha (Waukesha County), Edgerton (Dane County), La Crosse (La Crosse County), Madison (Dane County). This position offers a hybridized work schedule. This position will be in the office at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The Wisconsin Department of Transportation (WisDOT) is currently recruiting an Advanced Civil Engineer to serve as our Major Highway Projects Program Manager in the Division of Transportation Investment Management, Bureau of State Highway Programs, Program Development and Analysis Section, Program Development Unit. This position leads and directs complex analysis that shape and direct the department's six-year highway improvement program as well as functions as the department's primary programming engineer for the Major Highway Improvement program and several statewide bridge programs.

The WisDOT Division of Transportation Investment Management (DTIM) conducts long-range, multimodal transportation planning; guides the use of state and federal transportation dollars based upon research and data analysis of the state's transportation systems; manages the project selection process for the state highway rehabilitation and the major highway programs; and administers various local transportation, transit, airport, rail, harbor and other specialized aids programs. The Division of Transportation Investment Management includes the Bureau of Aeronautics (BOA), Bureau of Planning and Economic Development (BPED), the Bureau of State Highway Programs (BSHP), and the Bureau of Transit, Local Roads, Railroads and Harbors (BTLRRH).

Position Summary

The Major Highway Projects Program Engineer leads and directs complex analyses that shape and direct the department's six-year highway improvement program. This position will also develops, updates, and monitors the Major Highway Improvement Program (Majors) component of the Six-Year Highway Improvement program with respect to various constraints including the biennial budget, project estimates, schedules, and other parameters. Additionally, this position develops, updates, and monitors the SHR Large Bridge, High Cost Bridge, and Interstate Bridge components of the Six-Year Highway Improvement Program with respect to various constraints including the biennial budget, project estimates, schedules, and other parameters. Further, this position provides technical input into the department's Asset Management Program, as it relates to highway capacity expansion, large bridge projects, and other highway improvement areas.

Salary Information

This position is in schedule-range (14-13) with an annual salary of $90,094-108,950, plus excellent benefits . A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications

A candidate upon hire, must have graduated from an Engineering Accreditation Commission (EAC) ABET accredited college or university with a 4-year bachelor's degree (or Master's or PH.D.) in engineering OR possess a PE license (registration as a Professional Engineer in the State of Wisconsin OR a valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state).

In addition to the minimum requirement above, a qualified applicants will have all the following experiences :

  • Overseeing a project or program
  • Completing or evaluating project estimates
  • Interpreting WisDOT policies or State Statutes related to highway improvement programs
  • In addition to having all the above, a well qualified applicant will have experience with one or more of the following :

  • Utilizing economic or statistical analysis techniques
  • Scheduling and financial systems such as FIIPS & Peoplesoft (or comparable)
  • Advanced Excel experience using capabilities such as pivot tables or chart / graph functions
