This position plays a critical role as a liaison between other State agencies, program staff, local agencies, and the public.

This position is located at the Department of Administration (DOA) building in the heart of downtown Madison near the State Capitol. This vibrant area is home to many nearby restaurants and shopping venues as well as Madison’s notable farmer's markets and food carts. It is also close to the University of Wisconsin and is easily accessible by both the Madison Metro Bus route and the Capital City bike path. This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary


Under the general supervision of the Fiscal Section Chief, this position is responsible to develop and monitor assigned budgets, conduct program, organizational, policy, legislative and fiscal analysis for the Division of Energy, Housing and Community Resources. The position administers and manages the financial operations of the Divisions’ grant programs by analyzing data pertaining to areas including, but not limited to determining program funding availability; developing contracts and local grantee funding allocations, establishing contract goals, providing technical fiscal assistance to grantees and outside sources; interaction with federal grant agencies; completion of federal grant applications; and report review and completion. Additionally, this position develops grantee contract conditions and is responsible for monitoring grantee fiscal performance, including grantee expenditures and production. Annual funding in excess of $250 million is received by the division. Funding sources include federal formulary and block grants from the Departments of Housing and Urban Development, Energy and Health and Human Services, as well as state and utility public benefit funds. This position will monitor funding from sources to enable program flexibility and review/monitor sub grantee and administrative expenditures to ensure compliance with funding source requirements.

Salary Information


Starting hourly rate for this position will be $26.87-$44.33 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification (Budget and Policy Analyst Division-Advanced are assigned to pay schedule/range 81-03. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details


Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position is headquartered at 101 E. Wilson Madison, WI in the Department of Administration Building. This position may have the option of fully remote but may work in office if preferred. Occasional in-person meetings will be required.

Qualifications


Qualified applicants will have all the following:

  • Experience with budget planning and analysis in the public sector (e.g. education, local, state, federal government, etc.).
  • Experience creating operating budgets with multiple funding sources and appropriations.
  • Experience with financial oversight through the monitoring, analysis, and reporting of budgets and expenditures.

Well-qualified applicants will have the following:

  • Experience with financial oversight of Division of Energy, Housing and Community Resources programs.
  • Experience with the contract life cycle and with procurement and contract management activities, including purchase orders and invoice payments.
