Introduction


The Wisconsin Department of Children and Families (DCF), Secretary’s Office, Office of Budget & Policy is currently recruiting to fill a Budget and Policy Analyst position. We will be filing this position at the Analyst or Advanced level depending on the qualifications of the selected candidate for purposes of downgrading or training.

This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary


The Department of Children and Families’ (DCF) vision is that all Wisconsin children and youth are safe and loved members of thriving families and communities. In order to foster that vision, the main duty of the Budget and Policy Analyst is to provide clear, objective, and accurate policy analysis for decision makers within DCF. Other central duties include:

  • Providing excellent customer service to the program divisions and Secretary’s Office at DCF;
  • Providing expertise on both state and federal funding sources including the respective guidelines;
  • Developing key parts of the Department’s biennial budget request including writing and presenting issue papers for key decision makers;
  • Developing and maintaining parts of the annual operating budget for assigned program areas
  • Working both independently and with your teammates in the Office of Budget and Policy to produce the best analysis possible; and,
  • Showing poise under pressure in producing work products with sometimes short deadlines and balancing competing priorities.

Salary Information


The classification title for this position is Budget and Policy Analyst Agency. The starting salary is between $20.65 and $35.01 per hour ($42,952 and $72,820 annually), depending on qualifications for the Analyst level and is in pay schedule/range 81-04. The starting salary is between $26.87 and $44.33 ($55,889 and $92,206 annually) depending on qualifications for the Advanced level and is in pay schedule/range 81-03.

Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

A one-year probationary period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Experience working with data and/or manipulating data in Excel (making charts, tables, pivot tables, trends, forecasts, etc.).
  • Experience analyzing and/or developing policy.
  • Experience developing and/or delivering financial budget or policy communications (briefing executive staff on budget papers, allocations and funding, financial strategies, and outcomes, etc.).


Well-qualified applicants will have:

  • Experience working in public sector budgeting.
  • Experience working with multiple funding sources (government grants, private foundations, local, state, federal funds, etc.).
  • Experience working with federal grants (welfare assistance, food assistance, social security, etc.).
