Introduction
The Wisconsin Department of Natural Resources (DNR), Division of Environmental Management is hiring a Bureau Director for the Waste & Materials Management Program, to serve as the leader and strategist in developing and directing a comprehensive statewide waste & materials management program and to assure that state and federal waste & material management laws are met.
This position may be located in the central office of the Department of Natural Resources in Madison, the Milwaukee Service Center or the Green Bay Service Center. The position regularly travels throughout the state, and periodically travels nationally, which will include weekend and evening work.
Remote work may be available for a portion of the work week, after the initial onboarding period.

Position Summary
This position directs the agency’s solid waste, recycling, hazardous waste, and beneficial use programs. Duties of this position include the direction and oversight for all policy development, program administration, planning, legislative and intergovernmental liaison, and personnel and fiscal management related to the proper management of waste, and waste materials. The position advises and supports the Environmental Management Division Administrator, Deputy Division Administrators and other members of the Department Leadership Team in ensuring coordinated waste & materials management policies. This position represents the Department in external contacts with the Executive Office, the legislature, local government leaders, federal agencies such as the United States Environmental Protection Agency (EPA), regional and national waste management organizations, other states, customers, and a wide variety of public groups and associations.

Salary Information
Starting pay for this position is between $50.00 to $56.00 per hour ($104,000.00 to $ 116,480.00 annually).
This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.
This position is included in the classification Natural Resources Manager within Pay Schedule/Range 81-01. A two-year Career Executive trial period may be required.

Qualifications

Required qualifications include experience in ALL the following criteria:
Developing, implementing, and publicly communicating environmental regulatory policies and guidelines for an environmental program (e.g., waste, remediation, water quality, or air quality regulatory programs, etc.)
Managing and implementing the operational aspects of a program (i.e. budgeting development, work planning, and/or allocating resources, etc.)
Formal supervisory experience with related duties in hiring, firing, approving timesheets, performance evaluation, etc.
Preferred qualifications include any of the following criteria:
Experience collaborating with state agencies, federal agencies and/or local government
Experience collaborating with relevant environmental stakeholder groups (e.g., study groups within the WDNR, advocacy groups, industry reps, NGOs, etc.)
