The Wisconsin Department of Transportation is recruiting for the Deputy Director (DOT Manager) that is part of the Division of Motor Vehicles (DMV), Bureau of Field Services (BFS). This position is responsible for supporting the Director in administering, directing, planning, and coordinating programs, operations, customer service delivery, and other activities of BFS. The principal BFS services are driver examination and licensing and vehicle registration and titling. The BFS Deputy Director has supervisory responsibility for general bureau operations including budget, positions, training, and IT projects.
This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 3 days per week. All employees working a hybrid work schedule are still expected to telework from with the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary
The Deputy Director affects the ability of specific bureau programs to function efficiently and effectively in carrying out federal and state laws/policies, department and division policies, and administrative rules. Specifically, this position affects program operations which perform the following annual functions: the issuance of nearly 1.3 million driver license or identification card products; offering more than 100,000 skills tests to new drivers; administering 285,000 knowledge tests; renewing 208,000 vehicle registrations; issuing more than 793,000 vehicle titles; answering nearly 175,000 customer phone calls, responding to almost 32,000 customer emails; and collecting over $200 million in revenue for the transportation fund. These services are carried out through 5 administrative regions and in 90 municipalities throughout the state.
This position’s specific program expectations consist of:
- Comprehensive analysis and planning of legislative proposals
- Preparing and monitoring Bureau biennial and operating budget requests
- Preparing and monitoring federal grant opportunities
- Coordinating the activities for facility repair, replacement, and relocation
- Coordinating and monitoring service and contracts for vendors for programs such as DL/ID card issuance, Automated Knowledge Testing, Electronic Customer Queuing, Online Appointment Scheduling, etc.
- Planning, monitoring, and coordination of recruitment and resource management
This position also assists in the development and expenditure of the bureau’s $27 million annual operating budget and the management of more than 400 staff resources. This position directly supervises the BFS Technical and Training Section Chief and 4 professional level policy analysts and IT staff positions within Bureau of Field Services.
Salary Information
This position is in schedule-range (81-01) with an annual salary of $112,320-$120,910, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

This position requires the ability to travel on an independent basis throughout the state to attend meetings at least once quarterly and make periodic visits to DMV Service Centers.
Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.
Qualifications

- Experience with policy development and/or implementation.

- Experience partnering with executive leadership in an organization to implement strategic initiatives.
- Experience with transportation related project and/or program management.
