The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.
This position currently offers a hybridized in-office/work from home schedule. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI. This position will be required to come into the office for scheduled in-person work days, training, meetings and/or operational needs. Employees will be expected to telework from within the State of Wisconsin. Further questions regarding hybrid and remote work may be discussed more at the time of the interview.

Position Summary
This position is responsible for the development and interpretation of policy; conducting investigations and training regarding consumer protection issues; and resolving complex consumer complaints filed at this agency by the customers of gas, electric, water and telephone utilities. This position also works to ensure excellence and consistency in the work of the Bureau of Consumer Affairs staff, which includes training new staff, reviewing staff work, and handling escalated call-back requests. Work involves the attainment of statewide consumer protection goals for the gas, electric, water and telecommunications utilities. It includes a broad range of regulatory compliance investigations, recommendations, reports, and rulemaking, as well as preparing and presenting oral and written testimony at public hearings and meetings. The work requires a high level of creativity and independent decision making.
This position conducts research, develops alternatives, develops a complete record, and makes recommendations for formal actions including recommending changes in priorities and policy to better accomplish Commission statutory objectives. The work of the position has a direct effect on the development of recommendations for the Commission's rules, policies, and decisions.

Salary Information
This position is in schedule-range (07-03) with an annual salary of $62,400-$92,206, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications
Minimally qualified applicants will have experience with all of the following:
- Experience communicating complex information and contentious decisions with a variety of stakeholders which may include customers, co-workers, management, or other stakeholders.
- Experience interpreting, analyzing, and applying complex information such as statute, administrative code, or policy.
- Experience creating reports and writing letters, memoranda, or related correspondence, on multiple topics.
- Managing multiple programs or projects, simultaneously.
In addition, well-qualified applicants will have professional experience with at least two of the following:
- Experience presenting information to executives, and/or a board or council for decision making purposes.
- Experience leading a project or initiative with both internal and external stakeholders.
- Experience working in the utility, regulatory and/or consumer protection industries.
- Experience in investigation of fraud and/or violations of policy, statute, or administrative code and documenting the process and outcome(s).
