The Division of Medicaid Services (DMS), Bureau of Quality Oversight (BQO) is recruiting for a Contract Coordinator.

This position will be headquartered at 1 W. Wilson St. in Madison or 141 N.W. Barstow St. in Waukesha depending on the preference of the selected candidate, space availability at the respective location and the needs of the position. The position offers the opportunity for 3 days of remote work, with the other 2 days working from one of the Wisconsin State Office building locations. This schedule may vary based on training or operational need.

Work hours for this position will be from Monday through Friday, 8:00am to 4:30pm. There may be some flexibility with work hours.

Position Summary


The primary objective of the Contract Coordinator is to provide state oversight of programs that demonstrate consumer-responsive ways of reforming health and long-term care systems. As part of the Program Oversight Team, this position provides program and administrative support to Include, Respect and I Self-Direct (IRIS) Contractors, the counties they operate in, and other providers of Department programs and services in assuring individuals have access to all needed supports and services, and to assure coordination, communication and collaboration among entities so that the use of federal and state resources are used in the most cost-efficient and effective manner. The Contract Coordinator will serve as the primary point of contact between assigned IRIS Contractors and BQO, with primary responsibility for assuring the IRIS Contractor is meeting contracted Department program requirements and continually improving its performance in meeting the outcomes of its participants. The position provides administrative consultation in quality improvement activities, compliance with performance and outcome standards to assure that services are available, and accessible to all enrollees. The Contract Coordinator will work closely with BQO IRIS quality staff and other content experts, but retains overall responsibility for assuring the assigned IRIS Contractors is meeting program requirements and striving to continually improve quality for all enrollees.

Salary Information


Pay is between $32.50 and $41.00 per hour (approximately between $67,600 and $85,280 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required. The position is classified as a Contracts Specialist – Advanced and is in pay schedule and range 07/03.

Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction.

Job Details

  • All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
  • For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
  • Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications


Minimally qualified applicants will have all of the following:

  • Experience with Medicaid managed care or long-term care service delivery systems.
  • Experience in program and policy analysis, development, implementation, monitoring, and evaluation techniques.
  • Experience preparing and presenting materials on a variety of policy, system, or administrative related issues, in a variety of forums, such as internal and external meetings, training sessions, conferences or seminars.
  • Experience developing and managing contracts; performing tasks such as reviewing for compliance, evaluating reporting measures, and/or meeting contractual deadlines.

Well-qualified applicants will also have one or more of the following:

  • Experience working in a government or health care organization or system.
  • Experience working with the IRIS program or the Family Care program.
