Introduction


The Wisconsin Department of Natural Resources (DNR), Environmental Management Division is recruiting to fill Deputy Division Administrator position to responsible for supervising, directing, managing, and supporting the Program Directors and Division staff.

The Deputy Division Administrator position can be headquartered in Central office in Madison (GEF 2), Milwaukee, Green Bay, Rhinelander, Eau Claire Service Centers in WI. This recruitment may be used for any similar vacancies that become available in the near future.

Remote work will be available, after the initial onboarding period. The exact amount is based on program need and supervisor discretion.

Position Summary


The Division Administrator and Deputy Division Administrator are responsible for directing Wisconsin’s programs for environmental management including drinking water and groundwater, great waters, and water quality cooperatively with the Division Business Operations Director. Deputy Division Administrator duties include policy development, program administration, planning, legislative and intergovernmental liaison, and personnel and fiscal management. Carrying out these duties requires direct consultation and coordination with other states and federal agencies on a routine basis to ensure proper consideration of social and economic impacts on governmental units, industries and the general public. This position affects large public and private expenditures on environmental programs and compliance strategies. These programs impact many aspects of life in Wisconsin, including natural resources, environment, agriculture, energy production, manufacturing, tourism, recreation, public works, forestry, transportation, housing, education, and research.

Salary Information


Starting pay for the position is between $53.79 to $58.13 per hour ($111,883.20 to $120,910.40 annually). Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

The classification is Natural Resources Manager which is in schedule-range 81 – 01. This position is not represented by a collective bargaining unit.

Eligibility to work in the United States (I9 Requirement): The Department of Natural Resources does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9 upon hire.

Probationary Period: A 2-year Career Executive trial period may be required.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR telework policies. Approval is subject to change without notice based on business needs.

Travel: Occasional in-state as well as out-of-state travel for training or meetings may be required.

Qualifications

Minimally qualified candidates will have each of the following qualifications:

  • Day-to-day business operations developing and monitoring budgets, allocating personnel and financial resources, process improvement.
  • Professional experience leading, guiding and developing regulatory policy, including analysis, implementation, and recommendations for policy alternatives.
  • Formal supervisory experience (e.g., responsible for coaching/mentoring, hiring, performance evaluations, discipline, etc.)
  • Professional experience communicating verbally and in writing, to both small and large groups (briefings, presentations, letter drafting, day-to-day communications).

In addition, highly qualified candidates will have experience with two or more of the following qualifications.

  • Professional experience managing supervisors.
  • Professional experience with environmental policy development and implementation - including experience with environmental regulatory development, review of legislation and testifying on legislation.
  • Professional experience developing and managing program level budgets.
  • Experience engaging legislators and stakeholders on policy, technical or other legal matters.
  • Experience working in an upper management level environmental regulatory position in state or federal government.
