Introduction


Lead a team responsible for state and local owned roadway inventory data as an Highway Data Unit Supervisor (Program and Policy Supervisor)! This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The WisDOT Division of Transportation Investment Management (DTIM) conducts long-range, multimodal transportation planning; guides the use of state and federal transportation dollars based upon research and data analysis of the state's transportation systems; manages the project selection process for the state highway rehabilitation and the major highway programs; and administers various local transportation, transit, airport, rail, harbor and other specialized aids programs. The Division of Transportation Investment Management includes the Bureau of Aeronautics (BOA), Bureau of Planning and Economic Development (BPED), the Bureau of State Highway Programs (BSHP), and the Bureau of Transit, Local Roads, Railroads and Harbors (BTLRRH).

Position Summary


This position provides direct supervision of central office policy, research, program evaluation, and program management of staff responsible for state and local owned roadway inventory data for the State Trunk Network (STN) program, Wisconsin Information Systems for Local Roads (WISLR) program, and engineering safety programs, and includes the All Roads Network of Linearly-referenced Data (ARNOLD) location control management. These above programs directly support numerous state and federal programs, including local road certification for the distribution of general transportation aids, and the Federal Highway Administration (FHWA) Highway Performance Monitoring System (HPMS) which includes the FHWA Model Inventory of Roadway Elements (MIRE) safety data standards.

The Supervisor is responsible for providing policy and program guidance for complex federal and state mandates. This individual will direct the development of GIS/LRS-based data and applications, processes and workflows, and performance management for the above programs to ensure state and local data quality and data integrity support Department data driven decisions and federal reporting requirements.

Salary Information


This position is in schedule-range (81-03) with an annual salary of $72,800-$92,206, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications


A qualified candidate will have all of the following experiences:

  • Working in a lead role (such as leading team projects or as a lead worker for a program).
  • Applying geographic information systems (GIS) and relational databases to update and validate business area program data.
  • Improving processes (e.g. setting performance goals, measuring outcomes, determining needed improvements, and implementing solutions).


In addition to the above, a well-qualified candidate will have
at least one of the following:

  • Experience in a formal supervisory or management role,
  • Experience communicating technical information and presenting to middle or senior level management.
  • Experience developing, writing, or implementing policy.
  • Training or experience applying linear reference systems (LRS) as part of geographic information systems (GIS).
