The Wisconsin DNR is hiring an LTE (Limited Term Employee) Aquatic Invasive Species (AIS) GIS Analyst. This position can be stationed at our offices in Madison, Eau Claire, Plymouth or Wisconsin Rapids, WI.

Position Summary
Under general supervision, the Aquatic Invasive Species (AIS) GIS Analyst works under the guidance of the GIS Infrastructure, Development and Support Section supervisor to support the work of the Water Resources Program in the Water Quality Bureau, Division of Environmental Management.
This position will lead AIS GIS data projects, coordinate with WRM staff across the state in providing consistent data and products and assist with statewide GIS responsibilities that demonstrate AIS prevention and pathway work.
50% Lead GIS data development, scoping, implementation, and monitoring to meet business needs
- Develop and maintain geospatial data, documentation, and metadata following department standards.
- Develop data models and perform multi-criteria weighted analyses in accordance with project specifications.
- Develop and maintain AIS data visualization tool (ArcGIS Dashboards) to meet business needs.
- Provide technical review and analysis on a variety of external datasets for use on projects.
- Develop support and training documentation in support of ArcGIS Online and developed tools/applications.
- Create documentation and metadata following established standards.
40% Perform as an AIS GIS data steward
- Perform analysis of new datasets as necessitated by project goals.
- Respond to staff, partner, and public requests for AIS-related data and queries, including meeting federal reporting needs.
- Analyze AIS staff needs for GIS data and distribution.
- Design detailed map products (including map series) for use by AIS staff, partners, and the public.
- Collaborate with other Water Resources GIS specialists on various projects related to AIS program data.
10% Other work as assigned
- Work with other AIS staff and partners across the Great Lakes region including Great Lakes Regional states, US Fish and Wildlife Service, and Environmental Protection Agency (EPA) to ensure collaboration on a variety of projects.
- Attend Division and Department GIS meetings and participate actively on teams. Update WRM on important issues related to GIS.
Salary Information
This position pays between $25.00-29.00 per hour and is in pay schedule and range 07-34 within the IS Data Services Senior classification. Compensation will be set in accordance with the State Compensation Plan.
Job Details
This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

a. Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;
b. Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;
c. Is eligible to register to vote in this state; or
d. Is the spouse of a person meeting the requirements of par. (a), (b), or (c).” s.230.03(12), Wis. Stats.

Qualifications
Required Qualifications:
- Experience developing and managing multiple complex projects
- Knowledge of customer service concepts and strategies with strong problem-solving skills
- Good organizational skills and ability to work independently while exercising sound judgment
- Performs well under pressure, where timelines and accuracy are critical
- Ability to communicate effectively both verbally and in writing and facilitate decision making in a group context
- Must be detail oriented and perform tasks with a high level of accuracy
Preferred Qualifications:
- University-level coursework/ training in GIS or related field
- Working knowledge of ESRI’s ArcGIS technologies including experience with ESRI geo-databases, spatial analyst tools, spatial statistic operations, and other data management tools
- Working knowledge of ESRI ArcGIS Online (AGOL) Experience Builder, Story Maps, Dashboards, Field Collector, etc
- Knowledge of GIS database structures and management principles
- Experience with GIS analysis for use in natural resource management including data modeling, complex GIS analysis and field data collection
- Knowledge of Aquatic Invasive Species concepts
