Position Summary
This position provides coordination of material testing for construction and maintenance purposes, as well as assistance with administration of the Quality Management (QMP) and Independent Assurance (IAP) Programs that are federally mandated. Testing requires independent verification of the state's sampling and testing procedures for quality control of materials used in federal and state funded highway projects.
The essential function of this position is to perform various complex and technical tests for materials acceptance following American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) procedures and utilizing specific testing equipment on the physical properties of materials. Materials include soils, salt, mineral aggregate, hot mix asphalt (HMA) and Portland cement concrete (PCC). This position then compares test results to the Standard Specifications and Quality Management Program (QMP) requirements. In addition, this position serves as the primary contact person for the region laboratory daily activities and assists with determining job assignments of consultants; ensures the region materials laboratory remains qualified by maintaining, calibrating, and keeping a current inventory of testing equipment in good working order; performs and documents independent assurance testing and reviews; assists with the completion of interim and final reviews of material records including processing the Final Test Report for construction projects. This position may also perform nuclear density testing in the field.
This position requires knowledge and understanding of applicable WisDOT and Federal Highway Administration (FHWA) rules, laws, statutes, procedures, and policies as well as an understanding of the regional construction programs, contract plans, estimates and specifications processes and procedures.
The full performance level of this position is at the Transportation Specialist Advanced Level.
Salary Information
The Senior level is in schedule-range 14-13 with an annual salary of $63,170 - $72,800, plus excellent benefits.
The Advanced level is in schedule-range 14-13 with an annual salary of $67,746 -$87,360, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This position requires fieldwork. This fieldwork can include working in all seasons, including adverse weather conditions and working in high volume traffic conditions, bending on a limited basis, and lifting approximately 70 lbs. and carrying this load approximately 50 feet over varying terrain.
This position requires the ability to travel independently. Statewide travel is required up to a couple days a week. Travel within the region is required up to five days a week to visit construction projects and perform materials inspections.
This position is required to have (or obtain within three years of hire) and maintain these certifications according to the “Highway Materials Certification Program (HTCP).”

Qualifications
A qualified applicant at the Senior level will currently hold at least one of the following testing certifications obtained through the Highway Technician Certification Program (HTCP): CST (Concrete Strength Testing), PCC TEC 1 (Portland Cement Concrete Technician - 1), AGGTEC-1 (Aggregate Technician 1), and HMA-IPT (Asphalt Technician 1)
A qualified applicant at the Advanced level will currently hold all of the following testing certifications: CST (Concrete Strength Testing), AGGTEC-1 (Aggregate Technician 1), and HMA-IPT (Asphalt Technician 1)
Level of position and salary will be determined based on the qualifications of the selected candidate at the time of hire.
