This position is headquartered at our Milwaukee office, located at 635 North 26 th Street and will have the option to work hybrid for up to 50% of the week. This schedule may change based on training or operational needs. Employees need to report to the office on their first day for onboarding and orientation.

Position Summary
This position reports to the Division Administrator of the Division of Milwaukee Child Protective Services (DMCPS) and serves as a member of the Division's executive team with primary responsibility for managing the day-to-day Division operations and assisting the Administrator with the implementation of all components involved with the child welfare system in Milwaukee County. The incumbent will be expected to work in a management capacity alongside the Administrator and be responsible for high-profile issues that affect services provided to children in Milwaukee. With these goals in mind, the individual will employ communication and problem-solving techniques to deal with Division issues within various forums. The Deputy also works with the Administrator and the Policy Initiatives Advisor to develop and execute strategic and policy plans for the delivery of child welfare services in Milwaukee County. The Deputy serves as a liaison to the DCF Secretary's Office on issues regarding DMCPS operations and plays a central role in making key operational decisions for the Division. Together with the Administrator, this position is responsible for delivering high quality child welfare services to families in the Milwaukee County area.
The Division of Milwaukee Child Protective Services has approximately 185 State FTE positions and oversees the work of around 600 private agency contracted staff. The Deputy Division Administrator is responsible for directly managing and supervising the Bureau Directors in Initial Assessment and Operations and the section managers in Access and Training. The Deputy provides oversight in their assigned areas which includes receipt and screening of calls received by DMCPS (Access), investigation and assessment of referrals received by DMCPS (Initial Assessment), onboarding and training of DMCPS staff, and DMCPS operations including contracting, budget and financial management, facilities management, quality improvement and program performance management, and technology systems and needs. The Deputy also fills in for the Administrator as needed and works with the Administrator to ensure that management across bureaus and sections is consistent with the agency's missions and goals.

Salary Information
The classification title for this position is DCF Manager. The starting salary is between $40.00 and $58.13 per hour ($83,200.00 and $120,910.40 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
The pay schedule / range is 81-01. A two-year career executive trial period may be required.
Job Details
Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications
Minimally qualified applicants will have :
- Experience overseeing operational activities in an organization who advocates for children (developing goals, internal operating procedures, performance measures, etc.).
- Experience managing multi-faceted programs of varying size and complexity.
- Experience supervising management level staff (training, hiring, disciplinary processes, performance evaluations, etc.).
- Experience working with diverse populations.
