We are recruiting for two Payroll & Benefit System Coordinator-Seniors. These positions are located in the Central Payroll Unit in the State Controller's Office, within the Division of Executive Budget and Finance (DEBF). They will be headquartered at the DOA Office Building at 101 E. Wilson Street, Madison, WI 53703.

The employee(s) hired into these positions will be expected to work from their headquarter location at least two days per week with the possibility of working from home the remaining days.

Position Summary

These two Payroll & Benefits Systems Coordinator Senior positions coordinate payroll processing and other technical operations that pertain to paycheck cycle system activities within the Central Payroll Section. Workload will encompass other time & labor, payroll, and absence duties such as helping resolve complex system and agency issues, developing procedural documentation while working cooperatively with other Central Payroll staff to provide coverage on section responsibilities and STAR PeopleSoft system support duties. The incumbent is proficient with PeopleSoft modules such as Payroll, Time & Labor, and Absence.

These positions will be expected to explain policy, procedure and laws to agency staff and employees, and collaborate with Division of Personnel Management staff, system analysts, and other business partners.

Salary Information

These positions are in the schedule-range (81-03) with an hourly rate between $35.00 and $37.00 ($72,800 - $76,960 annually). A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas . All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Certain positions within this Department may allow remote / work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

Per current DEBF policy, these positions will be expected to report into their headquarters location at least 2 days a week.

Qualifications

Qualified candidates will have experience :

  • Processing payroll and / or human resources within an enterprise resource planning system (like PeopleSoft or similar system).
  • Researching and interpreting either local, state and / or federal laws, or statutes and administrative code as it applies to their scope of work.
  • Reviewing or auditing and resolving payroll and / or data discrepancies (e.g. validating data, identifying cause of data errors, and making timesheet or benefit adjustments, etc.)
  • Additionally, a well-qualified candidate may have knowledge or experience in the following :

  • Performing payroll calculations including taxes, benefits, and miscellaneous deductions.
  • Testing system design changes or modifying queries in PeopleSoft or other database table-based systems.
  • Providing payroll services within the state or other public sector setting that include interpreting and applying compensation plan provisions or other complex payroll policies.
  • Working within spreadsheet programs like Excel using various Formula and Data features. (e.g. lookups, conditional formatting, pivot tables, "if" formulas, etc.)
