Introduction
The Division of Public Health (DPH) within the Department of Health Services (DHS), works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting for a Public Health Program and Policy Analyst within the Division of Public Health. This position may be located at one of the five Regional Offices and will work full-time, Monday-Friday with daytime hours. This position may work up to 3 days remotely and 2 days from one of the state regional office buildings. This schedule may vary based on training or operational needs.

Position Summary
This position is primarily responsible for providing recommendations to the State Health Officer on local health department levels. This includes the program’s ongoing coordination, facilitation, and quality improvement function per policy and procedure, the consistent application of the program across the state, and the education of DHS and local health department staff on the program’s operation and goals. The Analyst will engage staff from across the Division on DHS 140 review teams and coordinate the collection of required documentation.
Other responsibilities include:
- Continuous quality improvement across the Wisconsin public health system. The Analyst will utilize the DHS 140 reviews and feedback from local health departments.
- Perform comprehensive program and policy analysis and related research, program planning, program evaluation and related financial activities, or comparable analytic functions.
- Work with local and tribal health departments across Wisconsin. The Analyst is expected to maintain good relationships with Wisconsin’s local health officers while administering a regulatory program.
Salary Information
The starting salary is between $34.00 to $42.00 per hour (approximately $70,700 to $87,400 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former employees is based upon the rules that apply to compensation for the applicable transaction. This position is classified as Program and Policy Analyst – Advanced and the pay schedule and range is 07-03.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience interpreting and applying state statutes, regulations, or guidelines to program related activities.
- Experience in program or project management such as setting objectives, developing project plans, developing communication plans, monitoring project progress, change management, etc.
- Experience establishing and maintaining effective working relationships with a diverse network of partners.
Well-qualified applicants will also have one or more of the following:
- Experience interpreting and applying state statutes, regulations, or guidelines related to public health and public health agencies.
- Experience navigating complex situations, identifying a problem(s), and recommending a solution(s).
- Experience in strategic planning, quality improvement, and/or performance management gained through certifications (Results Based Accountability, LEAN, etc.) and/or trainings.
- Experience developing or implementing strategies to address the social determinants of health, eliminate health disparities, and advance health equity.
