The California State Teachers’ Retirement System is seeking to fill its Director of Employer Services position.
Under the general direction of the Chief Benefits Officer, the Director of Employer Services (ES) is responsible for policy formulation and implementation impacting the statewide administration of active contributing member and participants’ accounts. The incumbent is responsible to ensure the accurate collection of member data from employers in the determination of crediting compensation and service necessary for accurate pension benefit calculations, to engage with employers to strengthen partnerships, and to direct the compensation review activities with a focus on the prevention of pension spiking. The Director of ES serves as consultant to Chief Executive Officer (CEO), Chief Operating Officer (COO), Executive Leadership team, Teachers’ Retirement Board (TRB) and external consultants and stakeholders dealing with significant matters related to system membership, and the crediting of member service and contributions for the Defined Benefit, Defined Benefit Supplement and Cash Balance programs.

Telework Information: CalSTRS offers a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education, credit and check driving records.

The position may be subject to the disclosure and disqualification requirements concerning economic conflict of interest in government work, pursuant to the CalSTRS Conflict of Interest Code and the Political Reform Act.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience as a senior or executive leader administering pension, retirement or related benefits.
  • Experience managing an annual budget and ensuring operations are conducted in a cost-effective manner.
  • Experience developing complex policies and procedures.
  • Ability to participate in the development and management of CalSTRS’ overall strategic plan.
  • Ability to develop relationships and engage with diverse stakeholders, including employers, CalSTRS members and the Teachers’ Retirement Board.
  • Ability to collaborate with and support a senior management team with an organizational focus.
  • Ability to maintain the organization’s reputation as a partner and employer of choice.
  • Commitment to creating and sustaining a diverse team of high-performing staff and leaders.

Examination Information

The examination process will consist of an evaluation of the candidate’s application, resume and Statement of Qualifications (SOQ) by a designated screening committee. The screening committee will use predetermined evaluation criteria derived from the knowledge, skills and abilities, and desirable qualifications listed on this announcement. Candidates should ensure they are thorough when describing their experience relative to the areas described.

The SOQ may also serve as documentation of the candidate’s ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ may be the only basis for the candidate’s final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of their examination results.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

Statement of Qualifications

2. Experience as a senior leader overseeing a pension, retirement or related financial or benefits program to ensure compliance with complex regulations and service delivery goals. Experience should include how you establish vision, correct underperformance, and build partnerships with internal business partners and external customers to achieve successful outcomes.

3. Experience as a senior leader taking initiative and being accountable for high-stakes decisions on policy interpretation or regulatory matters. Response should detail techniques used to analyze the situation, weigh risks, leadership qualities necessary to address the challenge, and justify the final decision. Describe the overall impacts of the decision and final communication with stakeholders.

4. Experience functioning as part of a senior leadership team to ensure overall organizational success, including cross-collaborative projects, building relationships with key partners, and working towards shared initiatives and goals.
