Duties Description The New York State Education Department's Office of Education Policy is seeking candidates for a Code Compliance Specialist 2 position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in the State, exclusive of New York City. Under the direction of an Architect 2, the incumbent will be predominantly responsible for managing the School Fire Safety unit and assist with review and approval of construction documents for capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education. Duties of this position include, but are not limited to, the following :

  • Manage the School Fire Safety Unit; supervising and developing Code Compliance Specialist 1 staff to grow professionally;
  • Advise School Inspectors and School Officials to ensure school district compliance with fire safety inspections and reporting to maintain their certificate of occupancy. This may involve assisting School Officials with navigating the Fire Safety Portal and other electronic access programs, interpreting the inspection guidelines, and issuing certificates of occupancy;
  • Respond with guidance and support to emergency situations at schools, such as a fire incident, a flood, an asbestos release, or a major code violation; maintaining situation awareness of high priority cases; advising School Officials on their efforts to respond and recover, and how to bring the school back into compliance;
  • Conduct research and / or coordinate training activities and presentations for school facilities related issues such as emergency planning, radon, lead paint, asbestos, mercury, pesticide use, carbon monoxide, etc.;
  • Review construction documents (drawings, specifications, and other supporting documentation) for conformance with NYS Uniform Fire Prevention and Building Code, Commissioner's health and safety regulations, NYSED's Manual of Planning Standards, and other applicable rules, regulations and standards prior to the issuance of a building permit;
  • Provide outreach and technical assistance to BOCES Safety and Health Professionals; school districts; third party inspectors; architectural and engineering consulting firms; professional organizations; community groups; and the public-school community;
  • Investigate complaints from the public, School Officials, Legislators, and school communities; working collaboratively with other agencies, such as local Health Department; DEC; Fire Department; local Building Department; etc. to resolve issues; and
  • Perform special assignments such as updating the Fire Safety Manual; offering training to Code Enforcement Officials and School Facilities staff; provide certificates for use for special occupancies (e.g. graduation or COVID tents); etc.

Minimum Qualifications MINIMUM QUALIFICATIONS :

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS :

To be considered for appointment through NY HELPS, or 55 b / c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 and EITHER :

1. A bachelor's or higher degree

  • in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience
  • as described below OR
  • 2. An associate degree

  • in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience
  • as described below; OR
  • 3. Seven years of full-time qualifying experience

  • as described below.
  • An associate degree in a related field can substitute for two years of specialized experience; a bachelor's in a related field degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
  • Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
  • Non-Qualifying Experience : Experience performing design, construction, or inspection of bridges and / or highways; labor law, wage or health and safety inspections / investigations not primarily related to building or fire codes; experience as a firefighter where your responsibilities do not include conducting fire or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. This list is not all inclusive.

    It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

    55b / c Appointment : This position is eligible for 55b / c designation and candidates with 55b / c eligibility are encouraged to apply. Candidates must possess a current 55b / c eligibility letter AND meet the non-competitive minimum qualifications.

    COMPETITIVE MINIMUM QUALIFICATIONS :

    Reassignment : Candidates must have one year of permanent competitive or 55b / c service as a Code Compliance Specialist 2 AND possess a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208.

    Eligible List Appointment : Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

    Additional Comments CONDITIONS OF EMPLOYMENT : This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b / c appointment, candidates must possess the minimum qualifications, a current 55b / c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 will be required at the time of interview for all candidates. Employment as a Code Compliance Specialist 1 is dependent upon maintaining a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208. Failure to maintain a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require (10%) in-state travel.

    This position leads to a maximum salary of $106,454 based on annual performance advances.
