Duties Description The Office for People With Developmental Disabilities (OPWDD) is seeking a Contract Management Specialist 1 to work in the Community Funding Unit within the Bureau of Central Operations. This is a critical position that will play an integral role in processing 100% state funded payments for our Self-Direction contracts.
Duties :
- Working under the unit supervisor, assist in the processing of OPWDD's Self-Direction contracts and claims
- Track vouchers on the Central Operations Budget Trackers for payment and release
- Update and check claimed individuals in the state funded Self-Direction database to ensure payments are appropriate
- Work in the Statewide Financial System (SFS) to process vouchers for Self-Direction state funded contracts
- Maintain the voucher file system and assist in the preparation and transfer of records to the Record's Center according to retention protocols
- Utilize clear written and verbal communication skills to field both internal and external inquiries regarding agency / unit activities, transactions and procedures
- Assist in special projects within Central Operations as they arise
- Proficiency in EXCEL and ACCESS preferred

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS :
Contract Management Specialist 1 : A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas : negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Contract Management Specialist Trainee 2 : A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas : negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. COMPETITIVE MINIMUM QUALIFICATIONS :
Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD's Central Office Public Administration Traineeship Transition (PATT).
REASSIGNMENT QUALIFICATIONS :
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B / C service as a Contract Management Specialist 1. If you have less than one year, you must be currently reachable on the eligible list.
TRANSFER QUALIFICATIONS :
Candidates must have one year of permanent competitive or 55-b / c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

55 B / C QUALIFICATIONS :
The position may be filled at the Contract Management Specialist Trainee 1 level equated to SG-14 ($52,198), Contract Management Specialist Trainee 2 level equated to SG-16 ($58,247) or full performance Contract Management Specialist 1 SG-18 ($65,001), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Contract Management Specialist 1 SG-18 following the successful completion of the traineeship.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non- competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
