Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a forward thinking, operational leader who is capable of overseeing and executing strategic decisions at both the
organization and service system level to serve as the Executive Deputy Commissioner. This position serves at
the pleasure of the Commissioner of OPWDD and is responsible for executive-level management of the
multiple divisions within the agency.
OPWDD oversees a service delivery system that provides long-term supports and services to approximately 130,000 New Yorkers with developmental disabilities, served by a combination of state-operated and voluntary
not-for-profit-operated programs.
OPWDD serves as the largest operator of services for individuals with intellectual and developmental disabilities (IDD) and makes up approximately 20 percent of the statewide service system. The remaining 80
percent of services are provided by a network of over 500 not-for-profit provider organizations across the state.
Additionally, OPWDD and its staff are in constant interaction with various other service delivery systems including the mental health system, child welfare, primary care, and hospital systems. OPWDD is involved with a complex system of health and human services providers.
Reporting to the Commissioner and having direct reporting staff including the Deputy Commissioners, the
Executive Deputy Commissioner will be responsible for the following :
Agency Operations
- Manage and oversee OPWDD operations across multiple divisions and programs, working as a liaison with both external and internal stakeholders, and assist with the development of annual goals.
- Align staffing and program goals with the agency strategic plan, vision, and legislative mandates.
- Review, analyze and evaluate the efficiency and effectiveness of the execution and delivery of OPWDD program operations, service access, policies, procedures, and cross-divisional support.
- Determine the desirability and feasibility of establishing new and / or modifying agency operations / oversight responsibilities and ensuring successful implementation of operational changes where needed.
- Engage and interact with the work of the agency across all divisions and at multiple levels by attending, leading and / or participating in departmental meetings and maintain a connection to the work at all levels and across all departments.
