Duties Description Nature and Scope
DASNY provides financing and construction services to public and private universities, not-for-profit healthcare facilities and other institutions that serve the public good. DASNY is divided into five major divisions : Construction Services, Counsel, Executive Direction, Finance & Information Services, and Public Finance and Portfolio Monitoring. The Office of Environmental Affairs (OEA) oversees compliance with the State Environmental Quality Review Act (SEQRA) and conformance with the New York State Historic Preservation Act of 1980 ("SHPA"), especially the implementing regulations of section 14.09 of the Parks, Recreation and Historic Preservation Law ("PRHPL") for DASNY clients. Major clients include the State University of New York (SUNY), New York State Department of Health (DOH), City University of New York (CUNY), New York State Office of Addiction Services and Support (OASAS), as well as various entities throughout New York State awarded legislative grants.
Primary Purpose
Under the supervision of the Director, OEA, the DASNY student intern would assist with gathering data and drafting documentation for SEQR's and related environmental reviews on DASNY's financing, construction and grant projects. Student interns may also participate in educational opportunities designed to inform interns on DASNY business operations and other important business topics. The selected intern candidate will be stationed at DASNY's headquarters in Albany, New York.
Essential Functions
Assist in a wide range of State Environmental Quality Review (SEQR) determinations including Positive Declarations, Findings Statements, Negative Declarations, and Type II Action Memoranda.
Coordinate, assess, and perform SEQR's in compliance with enacted regulations. Verify compliance with all requisite statutory requirements (for example, State Smart Growth Public Infrastructure Policy Act, Local Waterfront Revitalization Act, Coastal Zone Assessment) for DASNY financings, grant applications, construction projects, client financings and projects.
Initiate required project consultations and correspond with the NYS Office of Parks, Recreation, and Historic Preservation (OPRHP) utilizing its Cultural Resource Information System (CRIS) portal.
Assist the DASNY's Executive, Counsel, Construction Services, and Public Finance staffs in determining that applicants seeking funding assistance have properly complied with federal, State, and local environmental, coastal, waterfront, historic preservation, and land use / zoning laws.
Analyze the environmental compliance requirements for DASNY financing, construction and grant programs.
Maintain tracking systems to manage, monitor, and schedule environmental review activities and projects.
Other Duties and Responsibilities
Attend various meetings including site visits, project design and planning, and progress meetings.
Assist Environmental Managers with the preparation and research for completion of SEQR and related documents.
Assist in administrative procedures or maintenance of records for the projects.
Undertake special assignments as directed.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Student interns serve in a temporary capacity and are subject to, and must comply with, applicable laws, policies, procedures and expectations for DASNY employees.
Minimum Qualifications Minimum Qualifications
Must be a matriculated undergraduate (freshman level or above) or first year graduate student pursuing a degree in Architecture, Engineering, Urban Planning, or an Environmental Studies discipline.
Essential Skills
Excellent oral and written communications skills.
Excellent organizational skills and ability to prioritize.
Proficiency in PC applications such as Outlook, Excel, Word, Teams, PowerPoint, WebEx, and Zoom.
