Duties Description The Utility Analyst 1, Grade 18, or Utility Analyst Trainee, NS, will work in the Retail Access / Business Advocacy Section of the Office of Consumer Services (OCS) and will perform duties including but not limited to :

  • Performing tasks assigned related to registration and certification processes, enforcement procedures, reporting, and analysis in accordance with New York State Public Service Law and regulations, other federal and state statutes, and Commission Orders.
  • Reviewing and assisting with analysis of utility provided or other raw data for use in the development and implementation of policies, programs, and projects that benefit end users of all utility or competitively provided services.
  • Facilitating dispute resolution and economic development initiatives.
  • Overseeing administrative responsibilities related to contractor activities.
  • Advocating for and communicating with end users on matters of utility or competitively provided energy and water services.
  • Reviewing for completeness of registration applications submitted by Distributed Energy Resource suppliers.
  • Corresponding in writing and communicating verbally with Department staff, applicants, utilities, and end users on industry specific issues.
  • Assisting in analysis of program inconsistencies using "field findings" for subsequent Department policy and / or program revisions.
  • Gathering information from utilities, competitive providers, Department's Central Files, and other sources to assist in the process of securing special rate contracts, business incentive plans, flex rates, Power for Jobs program, and other economic and regional development incentives.
  • Performing fact gathering, research, and administrative tasks to assist with the negotiation, mediation, or arbitration process in Department proceedings and settlements with end users, utilities, energy service providers, and other stakeholders.

Minimum Qualifications General Public

Non-Competitive (NY HELPS)

For appointment to a Utility Analyst Trainee 1, you must have a bachelor's or higher degree.

For appointment to a Utility Analyst Trainee 2, you must have a bachelor's degree AND one year one year of professional experience performing a broad range of analytical tasks relevant to the electric, steam, gas, water and telecommunications utilities on issues such as retail competition; tariff filings; company records; cost and quality of service; rate proceedings; incentive plans; mergers and acquisitions, cost allocations and rate design to ensure that New York State residents have access to safe, reliable utility service at just and reasonable rates.

For appointment to a Utility Analyst 1, Grade 18, you must have a bachelor's or higher degree AND two years of professional experience as stated above.

Substitutions : A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

  • Successful completion of the two-year traineeship leads to appointment as a Utility Analyst 1, Grade 18.
  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
  • Candidates are encouraged to access GOT-IT on the Civil Service website (www.cs.ny.gov) to determine transfer eligibility.
  • For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
