Position Objective
To provide training to Eligibility Specialists and complete quality control reviews to assure integrity for public assistance programs.
Essential Duties and Responsibilities

1. Designs, schedules and performs initial and ongoing technical training for public assistance programs to ensure that programs are executed in accordance with policy and expectations.
2. Serves as a resource for Eligibility Specialists and represents Stearns County Human Services as a mentor with the Minnesota Department of Human Services.
3. Completes quality control reviews to determine eligibility accuracy, technical accuracy, and completeness of case files and assists State and Federal Auditors in their completion of reviews and program audits.
4. Assesses, completes, and processes Fraud Prevention Investigation Referrals including gathering of data and participating in appeals and administrative hearings to ensure payments are appropriate.
5. Reviews appeal requests, completes appeal summary documentation, contacts appellant as necessary, and represents the agency at appeal hearings.
6. Participates in policy interpretation requests by supervisors upon review of changes made to public assistance rules and regulations so that policy changes are implemented.
7. Assesses the progress of employee training related to public assistance and provides input to appropriate supervisors.
8. Assists with providing education to community groups on public assistance programs.
9. Assists with client caseload coverage to maintain knowledge base of public assistance programs and cover worker shortages.
10. Attends work regularly and in a timely manner.
11. Performs other duties as assigned or apparent.
Minimum Qualifications and Desirable Knowledge, Skills and Abilities
Minimum Qualifications
In order to be considered for this position, applicants must possess the following:
- High School graduate or equivalent.
- Two years of post-secondary formal education in public assistance programs, business, finance, or a similar field and three years of experience in a federal, state, or county human services agency OR seven years of experience as an Eligibility Specialist in a federal, state, or county human services agency.
Preferred Experience Beyond Minimum Qualifications:
- Currently employed as an Eligibility Specialist or a Financial Worker
- Comprehensive working knowledge of Medical Assistance for Long-Term Care Services (MA-LTC)

Work Environment and Physical Demands
The essential duties and responsibilities for this position will be performed approximately 100% of the time indoors. May require minimal travel to off-site locations and minimal attendance at evening meetings. Will have minimal exposure to health hazards and accidents; requires a low level of physical effort.

Hours of Work
Normal work hours are 8:00 a.m. to 4:30 p.m., Monday through Friday; may include some hours outside of normal work hours on occasion. Potential for a hybrid work environment and flexible work hours.
