JOB SUMMARY :
This exempt position directly reports to the Deputy Fire Chief. This position directs departmental training, manages strategic workforce planning and initiatives, and supervises training division personnel. Coordinates, implements, and administers all Fire Department training activities. Researches training programs, develops new training curriculum, researches new technology in tools, develops lesson plans for instructors, develops and conducts cognitive and practical skills testing, monitors annual training requirements of all members, and prepares a budget for all training activities. Ensures that all personnel are trained and competent to effectively, efficiently, and safely execute all responsibilities consistent with the department’s standard operating procedures for emergency services delivery. Plans, develops and implements comprehensive training programs and curriculum related to all Fire Department activities. Instructs occasionally to meet training needs. Identifies instructional needs by conducting a periodic departmental training needs analysis. Evaluates and coordinates all training requests and scheduling for department personnel to attend out-of-department schools, seminars, and conferences. Conducts and implements special projects and ensures operational currency. Serves on committees and task groups as assigned. Assists with strategic workforce planning and succession planning. Participates in the process of selection and qualifications of recruits. The Assistant Fire Chief will also function as a Battalion Chief and serve as Incident Commander when necessary. Furthermore, the Assistant Fire Chief is required to meet developmental benchmarks outlined in the “Terms of Employment.” The position entails working 8 hours per day, totaling a forty-hour workweek. Additionally, it necessitates being available to cover battalion shifts as needed.
JOB DUTIES : Essential Functions
Direct the Development and Implementation of Departmental Training : Ensure that all Fire department personnel are trained and competent to effectively, efficiently, and safely execute all responsibilities consistent with the department’s standard operating procedures and guidelines for delivering emergency services. Administer department policies and procedures for the management of instructional resources, staff, facilities, records, and reports. Plan, develop, implement, and evaluate comprehensive training programs and curriculum related to fire suppression, emergency medical services, hazardous materials, fire prevention, and special team training activities. Identify instructional needs by conducting a periodic department training needs analysis. Design programs or curricula that support the department’s goals, ensure knowledge and skills are job related, are performance based, ensure adult learning principles are utilized, and ensure programs meet time and budget constraints. Implement modifications to training programs as required to ensure effectiveness and current technical or procedural compliance. Evaluate and coordinate all training requests and scheduling for department personnel to attend out-of-department schools, seminars, and conferences. Administer a record management system so the information meets all agency and legal requirements and can be readily accessed. Develop forms and appropriate reports for the documentation of training activities for the department and individual staff members. Ensure all training reports are accurate, complete, and maintained in compliance with applicable standards and practices. Maintain training records and files on all department personnel.
Manage and Lead Strategic Workforce Planning : Develop a strategic workforce planning strategy and approach for the Fire Department. Lead the analysis of the workforce plan and identify skills / competency requirements and critical skill gaps across the department. Work with the Fire Chief and their designees to integrate department workforce planning goals and concepts. Create, communicate, and operate an annual and long-range workforce plan, including succession management and training and development plan. Evaluate achievement of workforce planning goals. Serve as the lead in the screening and hiring of vacant positions.
Recruitment and Retention : Create strategic recruitment campaigns tailored to attract diverse candidates, including outreach efforts in local communities, schools, and online platforms. Organize recruitment events, informational sessions, and training seminars to engage potential volunteers and scholarship firefighters, showcasing the rewarding nature of fire service and the opportunities for personal and professional growth. Develop and implement retention initiatives focused on fostering a supportive and inclusive environment within the fire department, offering mentorship programs, recognition ceremonies, and ongoing training opportunities to ensure the commitment and longevity of volunteer and scholarship firefighters.
Manage Special Projects and Strategic Initiatives : Provide project management, strategic planning, and implementation support for key organizational initiatives as assigned by the Chief. As assigned by the Fire Chief, participate in Fire Department special projects and strategic initiatives, including developing and implementing the strategic plan and long-range strategic initiatives. Perform highly responsible, complex, and varied professional administrative and analytical work in developing, implementing, and administrating department-wide programs, projects, or policies.
