What You'll Be Doing
Leading business analysis activities from requirements gathering to user acceptance testing
Acting as a liaison between stakeholders, technical teams, and leadership to ensure business needs are translated into effective system solutions
Facilitating workshops, documenting current and future state workflows, and identifying process improvement opportunities
Producing high-quality documentation including functional specs, use cases, process diagrams, data mappings, and user guides
Supporting the development of test plans and test cases, and leading UAT activities
Analyzing data, trends, and KPIs to help define reporting requirements and guide dashboard/report development
Collaborating with developers, testers, and project managers to ensure successful product delivery
Creating effective presentations and delivering clear communications to both executive stakeholders and user teams
Managing small to medium-sized projects, creating work plans, and tracking progress
Contributing to agency-wide initiatives such as disaster recovery support or continuity planning, as needed
What You Bring to the Table
8 years of experience working in business analysis roles within large-scale organizations
Deep understanding of business analysis methodologies and IT systems development processes
Proficient in MS Office Suite (Excel, Word, PowerPoint, Project, and Visio)
Experience interpreting policies, procedures, and regulations, ideally related to vital records or public service systems
Strong ability to gather and synthesize complex information, then develop actionable solutions
Skilled in process documentation, data analysis, and stakeholder communication
Demonstrated ability to manage priorities independently and mentor junior staff or peers
Comfortable facilitating meetings, negotiating between teams, and driving consensus
Experience producing accurate work estimates, creating detailed project plans, and tracking deliverables
Preferred Qualifications
Familiarity with Texas Vital Statistics laws, procedures, and systems
Previous experience working in public sector or government-funded technology initiatives
Hands-on experience with reporting tools (e.g., Tableau, Cognos) or test management platforms (e.g., JIRA, HP ALM)
