The Rolling Shift Supervisor is responsible for the supervision and coordination of an assigned shift work force engaged in steel mill rolling operations involving warehousing, reheating, and reducing of steel billets to manufacture concrete reinforcing steel bars or similar bar mill products.

NATURE & SCOPE :

The incumbent reports to the Rolling Mill General Supervisor, along with three (3) other Rolling Mill Supervisors.

The incumbent must have six (6) to eight (8) year’s experience in steel rolling methods and techniques. Additionally, the incumbent should have a working knowledge of manufacturing methods and techniques involving the use of heavy mill machinery and related equipment; being familiar with properties of metals related to ASTM specifications for bar mill products; and the ability to assist with the diagnosis of breakdown problems and maintenance repairs. Previous qualifying experience on related work or lesser jobs of five years with practical training pertaining to steel mill rolling and finishing operations, and to include some supervisory experience.

The incumbent exercises immediate supervision over four (4) hourly maintenance workers involved with the preventive maintenance and repair of the rolling mill and shipping equipment.

The incumbent exercises immediate supervision over ten (10) hourly production workers involved in the operation and procedures pertaining to a reheat furnace, roughing, intermediate stands, and finish mills; cranes and auxiliary handling apparatus; also provides direction to maintenance personnel on turn. Assists, instructs, directs, and trains personnel in setup operation and care of roll stands and equipment. Directs mill changeovers and inspects setup.

The incumbent works from schedules, orders, and instructions to assign work to personnel on the basis of operational sequence and labor skills. Confers with supervisor on preceding shift and Rolling Mill Maintenance Supervisor for rolling mill condition, repairs, maintenance, changeovers, and other information. Confers with supervisor on succeeding shift covering the same information. The incumbent ensures that adequate personnel, materials, supplies, tools, and equipment are available for assigned shift work. Consults with other supervisory and production control personnel as necessary regarding billet availability, heat identification, rolling schedules, and quality control problems.

The incumbent maintains the flow of work through the rolling mill. Cooperates and coordinates with all concerned personnel to control flow of work between rolling mill and other work areas. Checks work in process, as necessary, to ensure adherence to quality, production standards, and conformance to schedule procedures.

The incumbent anticipates and investigates production delays, maintenance breakdowns, and inadequate work performance; and takes corrective action within limits of established policies. Refers critical problems, unusual conditions and situations to the Rolling Mill Superintendent.

Approximately 85% of the incumbent’s time is spent in directing, controlling, delegating, reviewing, checking, and eliminating ordinary difficulties requiring the use of a wide range of procedures and the exercise of judgement in the analysis of facts and circumstances surrounding individual problems within the scope of shift supervisory responsibilities to determine what action should be taken within the limits of standard practice. The balance of the time is spent in such activities as production reports, personnel related reports and records, safety programs, housekeeping and maintenance related activities.

Industrial and human relations are very important to the effectiveness of this position as its greatest challenge is to motivate people in the crew and to maintain discipline and good personnel relations involving the application of company rules, regulations, and other matters affecting their work. It is also important that the continuity of turn be maintained. Therefore, personnel must be adequately cross-trained for relief work as well as preparation for promotion.

7. Responsible for employee attendance control and turnover.

8. Cooperates and coordinates with other supervisors, departments, and services to minimize downtime and breakdowns to maximize production of quality product.

9. Responsible for optimum material yield through minimization of cobbles and proper setups.

10 Responsible for administering safety programs.

11. Responsible for proper housekeeping of rolling mill.

The incumbent must perform the above-mentioned duties and responsibilities in accordance with all Federal, State, and Local environmental regulations. Employees must also report any situation which may have a detrimental impact to human health or the environment to their immediate supervisor.
