Job Description for Resource Efficiency Manager (REM) II

Position Title: Resource Efficiency Manager (REM) II
Location: Fort Walker, Virginia
Reports To: Project Manager (PM)
Position Type: Full-Time

Job Overview

The Resource Efficiency Manager (REM) II will be responsible for providing comprehensive energy consulting services. The REM will focus on developing and implementing energy and water conservation measures, conducting energy audits, and supporting various energy management programs to enhance energy efficiency, resilience, and sustainability of the installation.

Key Responsibilities

  • Energy Planning and Strategy Assistance
  • Provide energy planning and strategy assistance for all energy programs.
  • Support energy/water efficiency, reliability, and resilience initiatives.
  • Assist in the development and implementation of Installation Energy and Water Plans (IEWPs) and Comprehensive Energy and Water Evaluations (CEWEs).
  • Program Implementation Support
  • Assist with the implementation of energy and water programs to meet compliance with energy laws, regulations, policies, goals, and objectives.
  • Document and analyze data, prepare reports, and work with various stakeholders.
  • Support for Energy and Water Program Meetings
  • Attend energy and water program meetings and working groups.
  • Collaborate closely with IMCOM Sustainment personnel to respond to taskers and support energy staff.
  • Energy and Water Evaluations and Implementation
  • Conduct energy audits and feasibility studies.
  • Identify potential projects and energy conservation opportunities using ASHRAE Level 2 standards.
  • Utility Analysis
  • Utilize information management systems to analyze utility usage and identify anomalies.
  • Work with Energy Managers to ensure compliance with tenant reimbursement policies.
  • Facility Related Control Systems (FRCS) and Smart Grid Support
  • Assist with data collection and analysis for Advanced Metering Infrastructure (AMI) and Direct Digital Control (DDC) systems.
  • Support Smart Grid and FRCS programs.
  • Renewable Energy and Microgrid Projects
  • Support the development, review, and status reporting of renewable energy and microgrid projects.
  • Provide recommendations for improvements to attain energy security and resilience.
  • Climate Strategy Support
  • Assist with the implementation of climate strategy goals and EO 14057.
  • Support renewable energy projects, EVSE rollout plans, and infrastructure upgrades to mitigate climate risk.
  • Engagement with Utility Companies
  • Assist and advise on the execution of energy and water projects in collaboration with utility companies.
  • Identify utility interconnection requirements and incentives for planned projects.
  • Support for New Construction and Facility Renovations
  • Review new construction and facility renovation projects.
  • Provide recommendations to incorporate energy and water efficiency standards.
  • Operations and Maintenance (O&M) Support
  • Review and provide recommendations for the maintenance of energy and water assets.
  • Support commissioning and continuous commissioning initiatives.
  • Energy and Water Awareness Campaigns
  • Plan and implement energy and water awareness activities.
  • Develop and conduct periodic energy training.
  • Documentation and Reporting
  • Prepare and submit monthly and annual reports summarizing work performed and potential projects.
  • Maintain accurate records and documentation for all energy and water projects.

Qualifications

  • Education: Bachelor’s degree in Engineering, Environmental Science, Energy Management, or a related field required.
  • Experience: Minimum of 5 years of experience in energy management, including conducting energy audits and implementing energy conservation measures.
  • Certifications: Certified Energy Manager (CEM) or equivalent certification is preferred. NOTE: CEM will be required to obtain per contract by a specified date, final determination upon job offer.
  • Skills:
  • Strong knowledge of energy management principles, utility information systems, and energy conservation measures.
  • Excellent verbal and written communication skills.
  • Proficient in using Microsoft Office Suite and energy management software.
  • Ability to analyze complex data and prepare comprehensive reports.

Security Requirements

  • Must be able to obtain and maintain the appropriate level of security clearance as required to perform on the level of tasking assigned.
  • Compliance with DoD and Army security training requirements, including AT Level I awareness training and OPSEC Level I Awareness training.

Travel

  • Travel may be required to various locations as specified by the government. Travel costs will be reimbursed per Joint Travel Regulations (JTR).

Work Environment

  • The REM will be based onsite at Fort Walker, Virginia, with office space and necessary supplies provided by the government.

Job Type: Full-time

Pay: $95,000.00 - $125,000.00 per year
