NATURE AND SCOPE OF JOB:

The ideal candidate will teach the WIDA ELD (English Language Development) Standards and to support the NC Standard Course of Study in English for students who have demonstrated limited language proficiency. In addition, the candidate will assist students with learning English, with understanding the culture of America, and the community. Achieving academic excellence requires that the ML/EL Teacher will work collaboratively with other members of the school staff and with the parents of each student.


The ideal candidate has knowledge and experience teaching in an elementary and secondary school ML/EL programs; is knowledgeable about data and reports required; exhibits superior organizational and communication skills; is compassionate with Multilingual Learners; can provide effective collaborative and open-minded leadership; and is knowledgeable about recent research in pedagogy in the field of second language acquisition and of ML/EL education.


The ML/EL Program provides a variety of services to help students become acclimated with their surroundings. It provides them with scaffolded supports to assist them in learning the NC Standard Course of Study and developing English language skills.


RESPONSIBILITIES:

  • Coordinate testing and placement for all ML/EL students (incoming and new to the district).
  • Collaborate with counselors on coordination of schedules and academic planning for students in the program.
  • Coordinate the administration of required language proficiency tests (WIDA Screener and WIDA ACCESS).
  • Assist and support academic achievement tests for placement and ongoing monitoring of student progress
  • Use exit criteria to determine when a student is to be exited from the ML/EL Program and notification of all stakeholders (ie. Parents, student, teachers, and school level support staff.)
  • Coordinate the yearly LEP plan meetings and notification of all team members.
  • Plan instruction for individual students based on the results from WIDA assessments and the development of the yearly LEP plan.
  • Be able to drive a personal vehicle between schools daily. Complete reimbursement forms for mileage monthly.


QUALIFICATIONS:

The ML/EL Teacher shall:

  • Hold an NC instructional certificate in accordance with NC Licensing Requirements.
  • Demonstrate the ability to communicate effectively in English and support native languages, both orally and in writing, using proper grammar and vocabulary.
  • Familiarity or training in SIOP or other instructional programs/strategies specific to meet the needs of ML/EL students.
  • Have excellent experience in teaching and working with students.
  • Have excellent integrity, demonstrate good moral character, and display initiative.
  • Demonstrate understanding of child growth and development, effective instructional strategies, classroom management, and current research related to English Language proficiency of children.
  • Exhibit a personality that demonstrates enthusiastic interpersonal skills while relating well with students, staff, administration, parents, and the community.
  • Demonstrate the ability to use electronic equipment for word processing, data management, information retrieval, visual and audio presentations, and telecommunications.
  • Provide proof of U.S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.
  • Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education, or, during the initial six month period provide a sworn statement that the individual has not been convicted of a crime or a disorderly person offense.
  • Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101.
  • Meet such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
  • Hold a valid driver’s license with no serious violations.


VERIFICATION OF COMPETENCY:

  • District Application and resume.
  • Required documentation outlined in the qualifications above.
  • A minimum of three letters of reference from former employers, teachers, professors or other professional sources, or copies of recent evaluations and observations of teaching performance.
  • College transcripts.
  • Writing Samples.
  • Employment interview.


EMPLOYMENT TERMS:

The ML/EL Teacher shall be employed under the following terms:

  • Work year of ten months.
  • Salary or hourly wage, benefits, and leave time as specified in the employment contract.
  • Conditions established by all laws and codes of the State, and all policies, rules, and regulations established by the State Board of Education.


The ML/EL Teacher shall perform all job functions and assume all responsibilities outlined in the Elementary Teacher or Secondary Teacher Job Description. The ML/EL Teacher ensures that Limited English Proficient (LEP) students receive a free, appropriate public education and provides support for these students in the regular classroom instructional program. The

ML/EL Teacher is an integral part of the total school program and has specific professional responsibilities in providing services to students who are Limited English Proficient, and shall:


  • Plan, organize, and provide instructional support for the WIDA ELD standards.
  • Support the NC Standard Course of Study.
  • Plan, organize and provide instruction to assist students in mastering reading, listening, speaking, and writing skills in English.
  • Supports across all content areas as well as instructional and social language in English.
  • Maintain records indicating English language progress while assisting with accommodations/modifications of student assessments.
  • Communicate regularly with the parents to nurture a supportive and cooperative relationship between home and school.
  • Understand and comply with the policies, rules and regulations regarding the education of ML/EL students. Recommend to the administration any program needs or changes that are required.
  • Assist the professional staff through individual consultation and/or staff development sessions with understanding effective strategies and approaches to meet the needs of students who are in the ML/EL Program.
  • Summarize, interpret, and disseminate current developments in ML/EL Programs through reading of professional journals, participation in professional development, and involvement in professional organizations.
  • Engage the learners in differentiated learning experiences for the range of skill levels and developmental needs found in the classroom, managing, when appropriate, multiple instructional activities simultaneously.
  • Provide and effectively organize a variety of materials, equipment, media, and community resources to support the instructional program, using school approved procedures.
  • Monitor the pacing of instruction and budget class time efficiently.
  • Submit lesson plans in the approved format to the Principal as required and requested.
  • Use effective presentation skills when employing direct instruction, including appropriate vocabulary and examples, clear and legible visuals, and articulate and audible speech.
  • Use excellent written and oral English skills when communicating with students, parents, and colleagues.
  • Provide a nurturing, supportive, and positive classroom climate that encourages student responsibility, using positive motivation, clear classroom routines, challenging instructional strategies, and effective classroom management techniques.
  • Discipline students in a fair and consistent manner, using school approved procedures. Seek assistance of the parents and the Principal when needed.
  • Establish a professional rapport with students that earns their respect.
  • Communicate regularly with parents, seeking their support and advice, so as to create a cooperative relationship to support the child in the school.
  • Assess and diagnose the learning, social, and emotional needs and styles of students, using a variety of assessment techniques and data.
  • Plan and adjust the learning experiences accordingly, requesting advice and assistance from specialists when appropriate.
  • Assist with the preparation, monitoring, and following of Individualized Education Plans (IEP) for selected students assigned to the class.
  • Employ a variety of methods for students to demonstrate learning and accomplishments.
  • Attend when possible and schedule allows, student events to demonstrate genuine interest in the life of the students.
  • Ensure the safety and health of all students, notifying the administration of any unsafe conditions, following established procedures.
  • Create a stimulating, attractive, organized, functional, healthy, and safe classroom, with proper attention to the visual, acoustic, and thermal environments.
  • Complete in a timely fashion all records and reports as required by law and regulation or requested by the Principal. Maintain accurate attendance records of support.
  • Work cooperatively with adults assigned to the classroom (e.g., paraprofessionals, student teachers, parents, and volunteers), establishing clear expectations for roles and responsibilities.
  • Serve as a role model for students, dressing and grooming professionally, demonstrating the importance and relevance of learning, accepting responsibility, and demonstrating pride in the honorable profession of teaching.
  • Maintain positive, cooperative, and mutually supportive relationships with the administration, instructional staff, students, parents, and representatives of resource agencies within the community.
  • Attend required staff meetings and serve, as appropriate, on staff committees.
  • Participate in curriculum and program development, and in the selection of materials and equipment to support instruction.
  • Notify immediately appropriate personnel of evidence of substance abuse, child abuse, child neglect, severe medical or social conditions, potential suicide or individuals appearing to be under the influence of alcohol, controlled substances, or anabolic steroids.
  • Continue to grow professionally through collaboration with colleagues and professional growth experiences.
  • Summarize, interpret, and disseminate current developments in learning, instructional strategies and classroom management through reading of professional journals, participation in professional development, and involvement in professional organizations.
  • Maintain in safe working condition and safely operate electronic and other equipment needed to carry out job functions and responsibilities.
  • Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.
  • Perform any duties that are within the scope of employment and certifications, as assigned by the Principal and assigned supervisor, and not otherwise prohibited by law or regulation.
  • Adhere to North Carolina school law, State Board of Education rules and regulations, Board of Education policies and regulations, school regulations and procedures, and contractual obligations.

EVALUATION:


The Principal and assigned supervisor shall evaluate the ML/EL Teacher in accordance with this job description and such other criteria as shall be established by the local Board of Education and State Board policies.
