StraCon Services Group, LLC is seeking a Senior Financial Analyst at Patuxent River MD to support our NAVAIR customer. The Financial Analyst Senior will be responsible for but not limited to the following requirements.

Conduct quantitative analyses of information affecting investment programs of public or private institutions.

Perform budget execution including tracking status of obligations and expenditures in detail by year, appropriation and project for financial reconciliation for all funds; update/develop spreadsheets and financial status briefs and presentations.

Prepare financial charts and input for briefings in support of mid-year reviews, budget execution reviews, spend plan reviews and various other project briefings.

Provide support for budget development, execution tracking and the generation and tracking of financial documents using various Navy and DoD electronic data systems such as Navy ERP, PBIS, SharePoint, CSPT and IDE.

Perform financial analyses on project requirements to support common or out of production aircraft trainer efforts and provide recommendations on various procurement strategies to support the implementation of these systems/capabilities, their potential return on investment, and associated risk to the project.

Provide services to include supporting planning, financial analysis, and cost-trade-off assessments.

Works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.

May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
- Utilize Navy ERP business and financial system to execute funding documents.
- Research open obligation records.
- Utilize Navy ERP to extract, analyze and interpret financial reports and prepare / disburse weekly and monthly funding status reports to the team and leadership.
- Conduct quantitative analyses of information affecting investment programs of public or private institutions.
- Proficiency in Appropriation Types and the Common Spend Plan Tool.
- Collect, compile, organize and interpret financial information to assist Lead BFM/IPT Lead with recommendations for funding realignments/adjustments in response to changes in programs and/or funds availability.
- Coordinate with IPT leads and the Level 1 to plan funding in Common Spend Plan Tool (CSPT) and execute the funding according to the plan.
- Monitor execution, benchmarks, and carry-over funding and provide recommendations to assist with meeting obligation and expenditure goals in accordance with appropriation requirements.
- Provide advice to IPTs to help implement legal and regulatory controls over approved budgets.
- Manage CSPT Budgets to assign funding authority.
- Attend weekly, monthly, and ad hoc IPT meetings to contribute to the financial management decision-making process.

Experience Requirements:
- Senior - over 10 years of experience performing duties described in the functional description.
Desired Experience:
- 5 years of experience supporting NAVAIR. Proficiency in Navy ERP and CSPT.
Education Requirements:
- MA/MS degree.
- Allowable substitutions include:
- Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
- Associate degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
- Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

The estimated base salary range for this position is $107,049.00 -$130,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
