Job Title: Human Resources Manager

Job Goal: The goal of this position is to serve as the Human Resources (HR) lead within the district. This position is responsible for providing overall direction of human resources operations and support across the district.

- Demonstrate aptitude or competence for assignment.
- Working knowledge of Human Resource policies, procedures, and practices.
- Working knowledge of Colorado Department of Education (CDE) teacher and special service provider license requirements.
- Knowledge of applicable laws, rules and regulations governing human resources management activities.
- Working knowledge of Microsoft Office.
- Ability to investigate complaints, analyze data, create a written summary of the information, and where requested provide solutions or a workable method for solving problems.
- Ability to interact and effectively communicate with a diverse workforce, district staff, community members, and minority organizations.
- Ability to present a positive and courteous image to all customers of the department internal as well as external.
- Ability to provide exemplary customer service.
Essential Duties & Responsibilities:
- Ensure legal compliance throughout human resource management.
- Performance Management: Creating systems to track and improve employee performance (formal evaluation processes, employee investigations, leadership identification).
- Maintains appropriate personnel files and records to maintain correct data for department including HR management system.
- Training & Development: Coordinating district wide training programs, opportunities and resources to promote professional growth (legal requirements, leadership programming and succession planning).
- Compensation & benefits: Works collaboratively with CFO to design compensation and benefits program that attract and retain employees.
- Employee Relations: Managing employee relations to create a positive work environment (marketing, wellness, recruitment, morale)
- Forecast Future Needs: Works collaboratively with Building Principals, Directors and CFO to analyze employee trend data.
- Quality Staffing: Oversee the organization's recruitment, interview, selection and hiring process.
- Mediate/Discipline: Handle staffing issues, such as mediating disputes and directing disciplinary procedures.
- Support payroll process including but not limited to staff leave, substitute pay and hourly wage earners.
- Contract/Notice of Assignment delivery and administration.
- Administer benefit program in the district including being primary point of contact for district staff.
- Administer district’s Workman’s Compensation program including facilitating safety training and incident reporting.
- Completing compliance reports with Colorado Department of Education and federal agencies as required.
- Develop and implement HR strategies and initiatives aligned with the overall business strategy to include writing policies and procedures.
Qualifications / Certificates, Licenses, Registrations, Bonding, and or Testing Required:
- Bachelor’s Degree in Human Resources or Administration is preferred
- HR Certification preferred or the ability to obtain within 1 year (APHR, PHR, CP or SCP)
- Three years of prior Human Resources experience is preferred
Physical Demands: Between sitting, standing, and walking throughout the day lifting up to 50 pounds on an occasional basis and 10 pounds on a frequent basis, occasionally stooping, kneeling, crouching, overhead reaching and fine motor activity, frequently sitting, standing, walking, balancing, reaching at desk and floor level, firm and simple grasping. The work requires constant seeing, hearing, and talking.

FLSA Status: Exempt
Days / Terms of Employment: 240 Days / Twelve-month position. Salary to be determined by the School Board of Education.
