JOB TITLE: Proposal Manager

REPORTS TO: Director of Proposals
FLSA STATUS: Regular Full-Time Exempt

SUMMARY: SABG is seeking an experienced, skilled, and motivated Proposal Manager to join our dynamic proposal team. The successful candidate will play a critical role in managing, developing, and writing compelling responses to Government Requests for Information (RFIs) and Requests for Proposals (RFPs). This position requires someone genuinely passionate about strategy and positioning us to win. This individual will also mentor a team of proposal staff, adding to our cohesive team culture, and developing strategic/compelling proposals.

  • Proposal Management: Lead the preparation, management, and administration of the organization's customer RFP responses, including the coordination of effort with all involved parties.
  • Proposal Development: Review and understand all proposal requirements to ensure appropriate subject matter experts (SMEs) are involved to determine the best product and services fit to meet requirements; develop compliance documents, outline, and proposal templates.
  • Team Management: Manage, mentor, and train a team of proposal managers and coordinators. Help develop learning plans and lead the onboarding process for proposal team members. Manage and project workload of the proposal team, working with business development team leadership to ensure support for priority pursuits. Develop content for and facilitate ad hoc proposal process training as needed.
  • Annotated Outlines and Storyboards: Develop annotated outlines, templates, storyboards, and other proposal documents to ensure RFI and RFP responses are compliant and compelling.
  • Collaboration. Work with the Capture Manager to determine author and reviewer assignments and to integrate win strategy, themes, proof points, and discriminators into proposal outline. Work with Subject Matter Experts to research, brainstorm, organize, and write to technical, management, and past performance requirements.
  • Proposal Writing: Conceptualize, write, edit, and review proposal response documentation such as Technical Volumes, Management/Staffing/Transition Plans. Develop comprehensive, compliant, and persuasive proposals in response to Government RFIs and RFPs.
  • Section Authoring: Author assigned sections of proposals, ensuring responsiveness and compliance with schedules.
  • Collaboration with SMEs: Work independently, as well as collaboratively with Subject Matter Experts to research, brainstorm, organize, and write to technical, management, and past performance requirements.
  • Solution Meetings: Organize and conduct solution meetings for assigned volumes or sections to integrate win themes, develop storyboards, and gather content.
  • Proofreading and Editing: Proofread and edit content for clarity, grammar, syntax, and consistency. Compile information from multiple sources and edit the language to ensure a consistent tone and voice.
  • Templates and Tools: Maintain a library of proposal templates, boilerplate content, and other resources to streamline the proposal development process. Ensure all documentation is organized, up-to-date, and accessible.

SUPERVISION: This position has supervisory responsibilities.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree (English, Communications, Business, Political Science, or a related field. Advanced degrees or certifications in proposal management (e.g., APMP) are a plus.
  • 8 years of full-time experience in proposal management/writing within the Government contracting industry.
  • Excellent writing, editing, and proofreading skills, with a strong command of grammar, punctuation, and style.
  • Strong grasp on business development processes and the proposal development life cycle.
  • Knowledge of FAR regulations and government contracting websites such as Sam.gov, Federal Procurement Data System (FPDS), and GSA eBuy.
  • Demonstrated ability to work effectively under pressure and meet tight deadlines.
  • Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
  • Detail-oriented with a focus on accuracy and quality.
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with virtual teams, subcontractors, and stakeholders.

COMPUTER SKILLS:

  • Proficient computer skills and familiarity with relevant software applications are required. Candidates must demonstrate a high level of competence in using computers and be adept at navigating various software platforms and databases relevant to the field. The ability to utilize technology effectively and efficiently is essential, and candidates should not be novices in computer usage.
  • Proficiency in Microsoft Office Suite, particularly in Microsoft Word, Excel, and PowerPoint, beyond basic word processing skills is required. Candidates should demonstrate intermediate to advanced proficiency in utilizing the features and functionalities of these software applications. Additionally, familiarity with Adobe Acrobat and its various tools is essential.
  • Experience with market intelligence software such as GovWin is preferred.

LANGUAGE SKILLS: Ability to read, analyze, and interpret governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Solid understanding of basic mathematical concepts and the ability to apply them in proposal development.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
