Job Description

Strategic ACI is seeking a Capture and Proposal Strategy Manager. This role is essential to ensuring success in the federal contracting space, collaborating closely with the Directors of DoD and Intelligence to drive strategy, refine the opportunity pipeline, and lead the capture and proposal management processes.

The ideal candidate will demonstrate deep expertise in proposal management, capture planning, and federal acquisition strategies. They will act as a hands-on leader, coordinating internal teams and external stakeholders to craft compliant, compelling proposals that align with Strategic ACI’s mission and growth objectives. The role requires a proactive individual with exceptional organizational, analytical, and writing skills, who can deliver winning results in a fast-paced environment.

Salary and Benefits :

Commensurate with the responsibilities and experiences of this position, the salary range for this role is $125K-$150K , plus  performance-based bonus opportunities tied to successful capture and proposal outcomes. Responsibilities :

  • Proposal Leadership : Oversee the end-to-end proposal development process, ensuring timely, high-quality submissions for RFIs, RFPs, and other federal opportunities.
  • Team Coordination : Act as a liaison between capture, proposal, and delivery teams, ensuring alignment and smooth handoff post-award.
  • Pipeline Refinement : Continuously evaluate and prioritize opportunities, maintaining an updated and focused opportunity pipeline in the Corporate CRM.
  • Win Strategies : Facilitate the development of detailed capture plans, including Strength-Based Solutioning, Price-to-Win analyses, and competitive positioning strategies.
  • Proposal Content Development : Support the development of proposal sections, ensuring clarity, compliance, and persuasive messaging tailored to customer requirements.
  • Color Reviews : Organize and lead proposal reviews (Pink, Red, Gold) to ensure alignment with capture strategy and overall proposal quality.
  • Compliance Assurance : Understand and ensure proposal compliance standards, including formatting, technical writing, and proposal structure.
  • Customer Engagement : Collaborate with the Business Development team to gather customer intelligence and develop bid strategies that reflect customer priorities.
  • Acquisition Expertise : Stay current on trends in federal contracting, including GWACs, IDIQs, OTAs, and other procurement vehicles.

Qualifications :

  • Proven track record in Capture Management and Proposal Development for federal contracts.
  • Experience leading or contributing to successful capture efforts for contracts under $25M TCV, as well as supporting larger strategic pursuits.
  • Strong understanding of federal procurement processes , including acquisition strategies, contracting vehicles, and compliance standards.
  • Exceptional writing, editing, and organizational skills, with the ability to craft compelling narratives tailored to government customers.
  • Expertise in conducting Color Reviews, Gate Reviews, and implementing proposal management processes.
  • Proficiency in managing CRM tools, proposal templates, and collaboration platforms (e.g., SharePoint, MS Teams).
  • Minimum of 5 years of experience in Capture and Proposal Management within the federal contracting space (DoD / IC experience preferred).
  • Bachelor’s degree in a related field or equivalent professional experience.
