Strategic Insight, Ltd. is seeking an Engineering Technician position in support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) for the Integrated Combat Systems (V) Department, Warfare Architecture & Engineering division (V10), and Systems of Systems Engineering branch (V11). In support of the Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) and the Multi-Warfare Planning &Training System (MWPTS) programs. The Job location is Dahlgren, King George, VA. This position is on-site with the potential for travel.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.
Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.
Responsibilities include but are not limited to:
- Support the CIAT and MWPTS program installation and activation team in both NSWCDD Land Based Test Site (LBTS) labs and waterfront locations were installed,
- Support the site deliveries and the installation activation team, Combat System experience and test background desired,
- Support Combat System Simulator/Stimulator (CS3) needs assessments, Scorecard updates, and work with CS3 developers,
- Support the Capability Package 24 (CP24) Requirements Flow Down and Assessment,
- Support CP24 Detailed Integration Planning for CIAT,
- Support CP24 Requirements Management and Requirements Verification Matrixes,
- Support CP24 Testing, Test Observation Reports (TORs), Change Requests (CRs), and Test Results,
- MWPTS Systems Engineering (SE) and foundational requirements development and mapping to capability,
- Help troubleshoot and act as a go-between the CIAT team in Dahlgren and the install team on site, and
- Additional duties as required.
Success for working in this position requires:
- The possibility of prolonged travel (anywhere between a day to 2 weeks depending on the need) this could also be with little notice (less than 24 hours).
- Ability to effectively communicate and work with NSWC Dahlgren Division and Department staff at all levels, consultants, and other government staff – be a team player.
- Ability to work with sensitive and classified information.
- Ability to work with NMCI systems.

- Self-starter, goal-oriented, and provides timely feedback on progress made on assignments.
- Excellent organizational skills: ability to prioritize and coordinate multiple tasks, handle complex assignments, maintain status across several stakeholders, and work in a fast-paced environment.
- Excellent oral, written, and telephone communication skills.
- Proficiency with MS Office (Outlook, Word, Excel, and PowerPoint), including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports.
- Familiar with Atlanta tool sets such as Confluence and JIRA.
Education and Experience:
- Seven (7) years of general US Navy Surface Warfare experience.
- Five (5) years of specific experience as defined below.
- Specialized experience with emphasis in one or more of the following: AEGIS Integrated Combat Systems, Aegis Ballistic Missile Defense and Weapon/Sensor Combat Systems to conduct and coordinate individual projects. The Intermediate Mission Engineer experience includes coordinating development activities associated with engineering systems, capabilities, and activities as well as conducting detailed and complex system engineering independently to include demonstrated experience in functional and system-level requirements analysis, requirements generation and technical community review.
- Aegis Integrated Combat System or Aegis Ballistic Missile Defense experience background is a must.
