Strategic Insight, Ltd. is seeking a Senior Program and Technical Management Professional to assist our US Navy client, the Office of Naval Research (ONR). This position is on-site at the ONR offices in Ballston, Arlington, VA. Due to the sensitive nature of this work, candidates must be citizens of the United States.
Mandatory Requirement: Applicants must have an active Interim DoD clearance, at minimum, with final Secret clearance preferred.

Responsibilities include, but are not limited to (not all tasks will be performed by this position):
- Maintaining awareness of departmental needs and requirements; communicating departmental plans and strategies; drafting and maintaining briefings; and assisting in coordinating input for data calls, such as budget exhibit submissions, congressional requests for information, and budgetary drills;
- Developing government-owned databases for technical and programmatic tracking of key deliverables and milestones;
- Coordinating and scheduling reviews, technical meetings, program meetings, conferences, and demonstrations with government authorities, program managers, other support team members, and other stakeholders;
- Supporting the management and execution of programs by updating Task Planning Sheets, Mission Model Canvas sheets, quad sheets, Fact Sheets and drafting portfolio review slides;
- Preparing and coordinating correspondence, presentations, reviews, reports, and responses to high-level Navy, congressional, and other internal and external requests for information;
- Supporting technical evaluation reviews in an advisory capacity for special program proposals and preparing consolidated submissions for department head approval;
- Supporting technical liaison activities with senior officials internally, across the organization, with other services/agencies, government, laboratories, academia, and industry to support, facilitate, and avoid duplication of program activities;
- Providing technical support and coordinating conferences, demonstrations, expositions, events, meetings, and technical reviews, including physically presenting displays and assisting with display transportation, setup, and staffing of event booths;
- Supporting technical management of programs including acquisition plan development, supporting the government project manager in his/her absence where required, and assessment of performance in terms of technical objectives, costs, and schedule;
- Supporting the management and execution of S&T innovation programs and pilots, including interfacing with government agencies, academia, non-profits, industry, and public and private investment groups;
- Preparing program status reports and after-action reports following major program reviews or key events;
- Coordinating Department inputs for various data calls, such as Monthly Reports to the Chief of Naval Operations and Commandant of the Marine Corps, and Command Operations Reports;
- Coordinating management and oversight of site content for program webpages on public-facing websites;
- Conducting daily checks of security containers/safes periodically;
- Coordinating monthly Division staff meetings and weekly team planning meetings, maintaining task lists, and preparing documents for public release;
- Providing graphics and desktop publishing support to support briefings, conferences, or similar activities;
- Providing Power Apps, Power Automate, and Power BI integration with SharePoint Online to automate workflows, streamline business processes, and improve data access;
- Assisting with technical planning and review of performer’s progress; overseeing tests; reviewing and analyzing test data; budget development and oversight; briefing development; transition agreement development and implementation;
- Conceptualizing, developing, budgeting for, and socializing new projects or programs in Fundamental Research, Technology Candidates (pre-FNCs), Future Naval Capabilities (FNCs), Innovative Naval Prototypes (INP), and Manufacturing Technology (ManTech);
- Supporting the development of investment strategies, technology roadmaps, preparation of warfighting payoff assessments, and preparing periodic updates to the program investment plans;
- Support preparation of meeting/trip agendas, reports, correspondence, and action item tracking;
- Supporting special studies and technology advisory panels;
- Assisting and coordinating plans, projects, and program activities with other DoD organizations and other Government agencies to support, facilitate, and avoid duplication of investments;
- Supporting International Project Agreement (PA) activities for initiation, execution, and management of the PA as well as preparation, review, and release of project information in accordance with DoD and International Traffic in Arms Regulations (ITAR) requirements;
- Coordinating data gathering and analysis to support the selection and funding processes for program technology proposals, as well as gathering information to support the development of solicitations and the review process;
- Assessing the impact of anticipated system and application initiatives, and assisting in developing and maintaining key documents and master plans incorporating relevant studies and analyses;
- Assisting in studies and evaluations of the strategic positioning of a portfolio of programs with respect to the investment mix and customer alignment and conducting portfolio sensitivity analysis;
- Coordinating receipt and storage of classified documents;
- Coordinating collection of proposal documentation for new contracting actions; and
- Other tasks as assigned.
Success for working in this position requires:
- Experience with Microsoft Office 365 (specifically, Word, PowerPoint, Outlook, SharePoint Online, Teams, and Excel);
- Ability to communicate clearly and effectively;
- Recent experience in federal acquisition and budgeting;
- Experience in S&T program management;
- Experience in technical program management of programs in excess of $1M;
- Experience in planning methodologies to analyze research programs and development of databases for technical and programmatic tracking of key deliverables and milestones;
- Experience in evaluating and developing analytical models, procedures, and techniques; and,
- Experience in executing and reviewing technical studies, analysis, and design activities.
Additional Desired Qualifications:
- Experience collaborating with senior government, OPNAV, SYSCOM, Warfare Centers, Secretariat, or OSD personnel;
- Experience supporting senior Navy S&T leadership or programs on complex tasks;
- Experience with DoD RDT&E program/budget exhibits & RDT&E strategic plans; and/or,
- Experience in one or more of the following focus areas: (1) Naval/Marine Corps Naval Engineering, (2) Naval/Marine Corps Power and Energy, (3) Naval/Marine Corps Materials, (4) Naval/Marine Corps Undersea Systems and (5) Naval/Marine Corps Manufacturing.
Education and Experience:
- Bachelor’s Degree and 10 years of experience OR a Master’s Degree and 8 years of experience in engineering, mathematics, or science, including biology, chemistry, computer science, and physics
