Strategic Insight, Ltd. is seeking a Systems (or Senior) Engineer – Submarine Launched Ballistic Missile (SLBM) Model Based Systems Engineering (MBSE) (General Associate) position.  In support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Strategic and Computing Systems Department (A) department, across the Strategic Systems and Analysis Assurance (A10) and Strategic Systems Design and Implementation (A20) divisions in support of the SLBM Program Director (A052). Job location is Dahlgren, King George, VA.  This is a hybrid position which allows for teleworking however it will require some in-office work. 

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

Responsibilities include but are not limited to:

  • SLBM is modeling the complete existing Fire Control system and modifying for the future. The tasking will not only involve modeling but will also help with the framework of the model (where to store the models and configuration management),
  • Aid in the definition and maintenance of top-level system architectures and program requirements that satisfy fleet needs and assist in the translation of those requirements into system concepts and plans,
  • Conduct mission level architecture and integration analysis to: establish and define mission level architectures; define and implement Department of Defense Architectural Framework (DoDAF) compliant operational, system, capability, and other models/viewpoints; develop mission threads and use cases; and define information exchange requirements between system nodes,
  • Conduct analysis, modeling and simulation support for mission engineering tasking and use modeling and simulation and analysis techniques to perform studies to assess system performance,
  • Provide systems engineering support for the continuous evaluation and refinement of new and existing system level requirements and upgrades, 
  • Provide recommendations for the update of the requirements or recommendations for design options that can satisfy the requirements,
  • Develop and use Model-Based tools as applicable,
  • Design and develop new tools and models (e.g. Java, C and UNIX-based programs and scripts) that satisfy the functional requirements defined by the Government on the Government owned systems,
  • Support software, models and simulations in the development, approval and configuration management of the software requirements artifacts. This includes participating in peer reviews of the requirements, test plans, test procedures, test reports, and the development and testing of models and simulations. The Contractor will also assist in importing, linking, and tracing of the software artifacts to the system requirements in DOORS, and
  • This tasking can be performed at the contractor’s facility however it may require onsite support at times.   

Success for working in this position requires:

  • Must be very proficient with MBSE processes and tools in order to lead the MBSE effort,
  • Ability to effectively communicate and work with NSWC Dahlgren Division and Department staff at all levels, consultants, and other government staff – be a team player,
  • Ability to work with sensitive and classified information,
  • Ability to work with NMCI systems,
  • Ability to adapt and multi-task,
  • Ability to work with a high degree of independence, discretion, and personal initiative,
  • Self-starter, goal oriented, provides timely feedback on progress made on assignments,
  • Excellent organizational skills: ability to prioritize and coordinate multiple tasks, handle complex assignments, maintain status across several stakeholders, and work in a fast-paced environment,
  • Excellent oral, written, and telephone communication skills,
  • Proficiency with MS Office (Outlook, Word, Excel, and PowerPoint) including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports, and
  • High degree of attention to detail and accuracy in completing assignments, including good proof reading, grammar, and analytical skills.

 Education and Experience:

  • System (or Senior) Engineer: 
    • A Bachelor of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline.  Four (4) or (ten (10)) years of a demonstrated and established knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW, including the qualifications below will be accepted in place of a degree,
  1. In addition, six (6) (or ten (10)) years of engineering experience with a DoD major weapon, combat, and/or fire control system program. Experience in concept definition, DoDAF compliant architecture development, requirements definition, and initial and detailed system design activities. Systems engineering experience focused on requirements development and management of software systems. This includes experience related to the identification, analysis, and documentation of complex systems involving DOD weapon, combat, and/or fire control systems. Two (2) years of concurrent experience with Navy surface or submarine shipboard weapons, combat, and/or fire control systems to include current Navy programs such as SLBM or Aegis. Engineer/Analyst experienced with engineering tools such as DOORS, Change Synergy, and System Architect,  
    • Six (6) (or Ten (10)) years professional scientific/engineering experience developing and managing engineering efforts associated with current strategic Navy systems with experience related to software development, hardware design, and systems integration with an in-depth knowledge of submarine weapons systems processes, operational procedures and guidance,
    • Proficient to expert level user of Microsoft Excel, Project, Power Point, and Word, and
    • Proficient with Confluence and JIRA tools.
