Overall Contract Overview
Commander, Navy Installations Command (CNIC) requires comprehensive services, programs, personnel and administrative support for Fleet and Family Support Programs (FFSPs) located throughout CONUS and OCONUS. The overall goal is to implement and evaluate established services and programs designed to maximize the well-being of active duty, retirees, civilians (OCONUS) and their families. We are required to develop concepts, structures, processes, procedures, and practices for meeting these objectives. The purpose of this contract is twofold: one, to provide global staffing to augment existing FFSP and personnel; and two, to provide FFSP with webinar hosting, production and facilitation services through a learning management system.
The primary mission of each FFSP is to assist commands in achieving operational readiness, superior performance, member retention, and a reasonable quality of life for military personnel and their families. Commands and FFSPs share the common goals of keeping individuals and families resilient and strong, preventing individual and family dysfunction, facilitating personal and family self-sufficiency, and creating overall command and community well-being.

We are seeking a motivated and experienced Contract Work and Family Life (WFL) Programs Supervisor to join our dynamic team. The ideal candidate will have a strong background in managing non-clinical, educational social services programs, with a minimum of two years’ experience in program supervision. This position plays a key role in overseeing and ensuring the quality of services provided by WFL staff, including information and referral, one-on-one consultations, and group education/training in support of military families. The WFL Supervisor will also be involved in emergency preparedness and response efforts, providing a well-rounded leadership role in our Work and Family Life Programs.

This includes monitoring staff performance, managing schedules, and participating in quality assurance activities. Essential Duties And Responsibilities
- Oversee the coordination, performance, and quality of all Work and Family Life Programs functions.
- Regularly collaborate with NAFI representatives and the Contract Site Lead regarding staff schedules and performance.
- Ensure contract staff compliance with training, productivity, and contract performance standards.
- Monitor and enter all WFL services into the FFSMIS system, ensuring accurate service accounting.
- Provide training and support for contract staff delivering WFL programs, including deployment, relocation, financial management, and life skills education.
- Participate in emergency preparedness exercises and ensure accurate documentation of all related services in FFSMIS.
- Maintain liaison with community support organizations to enhance service delivery.
- Coordinate public awareness campaigns, including Ready Navy, to increase outreach and family support.
- Supervise WFL contract staff in the delivery of deployment and mobilization support, relocation assistance, financial management, employment readiness, and life skills education services.
- Conduct regular staff performance evaluations and ensure staff are meeting productivity and quality standards.
- Oversee staff training and ensure compliance with Navy guidelines and contractual obligations.
- Monitor staff accountability in service delivery and documentation in FFSMIS.
- Proven ability to manage non-clinical, educational social services programs.
- Strong understanding of Navy family support programs and military life challenges.
